Position Close Date 2/17/2026 Job Summary The Residential Treatment Supervisor II (RTS II) is a residential leadership role responsible for the overall coordination, supervision, and quality assurance of residential milieu operations within the Men's Residential Center. This position ensures a safe, structured, trauma-informed, and recovery-oriented environment while supporting consistent implementation of residential policies, medication management protocols, client accountability systems, and staffing practices. The RTS II ensures effective day-to-day operations, staff development, and adherence to regulatory and organizational standards. Working in close partnership with Program Leadership, Clinical leadership, Operations, and Facilities, this role serves as a key connection between residential services and treatment delivery, with responsibility for medication room oversight, safety systems, and residential milieu compliance functions. Education & Experience
- At least three years of experience working in residential substance use disorder or behavioral health settings, including experience with co-occurring disorders and justice-involved populations.
- At least two years of supervisory or lead experience supporting frontline residential or milieu staff.
- Experience supporting medication management processes in a residential setting, including oversight of medication distribution, counts, documentation, and protocol compliance.
- Experience working within regulatory frameworks applicable to residential treatment programs, including OARs, HIPAA, 42 CFR Part 2, and contractual requirements.
- Experience with electronic health records and data systems used for documentation, incident reporting, and compliance tracking.
Certificates, Licenses, and/or Registrations CPR/First Aid certification within 60 days of hire and a valid driver's license. Essential Job Duties
- Oversees daily residential operations to ensure a safe, structured, and recovery-oriented milieu that supports client stabilization, accountability, and engagement in treatment.
- Provides direct supervision and coaching to Residential Treatment Supervisor I to ensure consistent real-time management of Residential Aides and effective shift coverage.
- Supervises, trains, and supports Residential Aide staff to ensure adherence to residential policies, trauma-informed practices, and program expectations.
- Ensures appropriate Residential Aide staffing coverage across shifts, including coordination of schedules, on-call response, and coverage planning to maintain 24-hour residential operations.
- Oversees residential medication management systems, including supervision of medication distribution processes, medication room operations, counts, logs, audits, and coordination with clinical and medical staff to ensure protocol compliance and client safety.
- Partners with medical, clinical, and other stakeholders to address medication discrepancies, storage concerns, documentation issues, and staff training needs related to medication handling.
- Ensures consistent implementation of client accountability systems, including rule enforcement, incident response, disciplinary processes, and documentation standards.
- Provides oversight of residential drug and alcohol testing procedures, ensuring proper chain-of-custody, documentation, and staff adherence to policy.
- Responds to and supports resolution of client crises and safety incidents, coordinating with clinical leadership and program leadership as needed.
- Monitors residential documentation practices, including shift notes, medication records, incident reports, and safety logs, to ensure accuracy, timeliness, and regulatory compliance.
- Collaborates with Program Leadership to support budget development and adherence related to residential operations, supplies, staffing, and facility needs.
- Coordinates with Program Leadership, facilities, and organizational operations on safety planning, sanitation standards, inspections, and facility improvement projects to maintain a compliant and functional environment.
- Serves as an operational liaison between residential services and treatment teams to promote communication, continuity of care, and alignment between milieu and clinical goals.
- Leads hiring, onboarding, performance management, and corrective action processes for residential milieu staff.
- Maintains on-call availability for residential operational issues, including staffing, safety, and medication-related concerns.
- Assumes delegated leadership responsibilities in the absence of Program Leadership to ensure continuity of residential operations.
- Performs other duties as assigned to support program operations and organizational needs.
Knowledge, Skills, & Abilities
- Knowledge of residential treatment program operations, including the role of the therapeutic milieu in supporting stabilization, accountability, and engagement in substance use disorder treatment.
- Knowledge of medication management systems in residential settings, including medication distribution workflows, documentation requirements, storage standards, and audit processes.
- Knowledge of trauma-informed care principles and how they apply to residential supervision, staff coaching, crisis response, and rule enforcement.
- Knowledge of confidentiality, privacy, and regulatory requirements applicable to residential treatment programs, including HIPAA, 42 CFR Part 2, and relevant Oregon Administrative Rules.
- Knowledge of client accountability systems, including incident response, disciplinary processes, and grievance handling within residential treatment environments.
- Knowledge of staffing models, scheduling practices, and supervisory coverage requirements necessary to maintain 24-hour residential operations.
- Knowledge of safety, sanitation, and facility operations standards applicable to licensed residential treatment facilities.
- Skilled in supervising and coaching frontline residential staff and first-level supervisors to ensure consistent application of policies, procedures, and trauma-informed practices.
- Skilled in overseeing medication management processes, including monitoring medication counts, reviewing logs, identifying discrepancies, and initiating corrective actions in collaboration with clinical and medical staff.
- Skilled in reviewing residential documentation, including shift notes, medication records, incident reports, and safety logs, to ensure accuracy, timeliness, and compliance.
- Skilled in responding to and supporting resolution of emergent situations, including client crises, safety incidents, staffing challenges, and medication-related concerns.
- Skilled in conflict resolution and de-escalation support, providing guidance to staff during high-stress interactions with clients or team members.
- Skilled in coordinating across functional areas, including clinical, medical, facilities, and administrative teams, to support integrated residential operations.
- Skilled in identifying operational risks and implementing practical solutions to improve safety, consistency, and staff performance.
- Ability to maintain a safe, structured, and recovery-oriented residential environment while balancing client needs, staff support, and operational requirements.
- Ability to provide clear direction, feedback, and accountability to staff in a manner that is supportive, consistent, and trauma-informed.

Travel Requirement

Supervisory Responsibilities This position is responsible for supervising 15 or more employees.
