The HSE Site Leader directs, plans, establishes, and maintains the company's occupational health, safety and environmental programs to assure the highest possible degree of safety for employees and plant facilities. Assures that Terex Corporation is in compliance with applicable federal, state, and local safety and environmental laws, regulations, and standards. Works in a team environment to drive company initiatives, analyze and assess trend data, manage health programs and facilitate relevant safety training. Responsibilities:
- Identify and evaluate hazardous physical and environmental conditions and practices in the workplace. Conduct and coordinate on-site inspections to audit physical conditions and safe work practices and train others on conducting such audits and inspections. Inform management of conditions which could lead to potential violations of the laws and regulations or company policies and practices. Provide advice and counsel concerning all local, state, and federal compliance regulations.
- Develop controls for identified hazards. Coordinate the implementation of controls from results of hazard analysis. Measure and evaluate the effectiveness of the hazard control system, policies, and procedures and recommend changes that reflect improved opportunities to eliminate work place accidents and injuries.
- Direct or assist in the development of plant specific policies, procedures and programs. Develop specific education and training materials for all employees. Conduct specialized safety and environmental training programs in accordance with all applicable laws and manufacturing needs. Assist in new employee occupational safety orientations. Organize and lead Safety Committee to be an effective safety resource to employees through training, projects, and regularly scheduled meetings.
- Compile, analyze, and interpret statistical data; prepare comprehensive recommendations for corrective action to eliminate or minimize potential hazards and reduce losses. Review injury and property damage reports.
- Actively manage the workers' compensation program, including administering a strong return-to-work program. Ensures accurate completion of OSHA 300 log. Monitor claims in order to ensure proper care and treatment and timely return to work.
- Direct and coordinate environmental compliance programs related to hearing conservation, hazardous wastes, air permitting, water pollution control, and community right-to-know programs.
- Responsible for all emergency response activities at the site. This includes the development and maintenance of plans, and the organization of training, for chemical emergencies, medical emergencies, fire, and severe weather.
- Leads investigation of employee accidents/incidents and environmental incidents. Ensures determination of root cause and development and implementation of prevention measures.
- In an accurate and timely manner, ensures completion of environmental reports such as industrial wastewater discharge, Community Right-to-Know (Tier II and Form R reports), spill incidents, pollution prevention. Develop and maintain records necessary to comply with relevant laws and regulations and document compliance activities.
- Acts as primary interface with workers compensation and fire and risk management insurance companies. Has a working knowledge of health, safety and environmental laws and regulations, and identifies requirements that may apply to the facility.
- Develops and maintains compliance with health and safety programs and systems in order to maintain compliance and demonstrate regulatory compliance as well as company policies and procedures. This would include, but not be limited to, programs such as: new process risk assessment and job hazards assessment, OSHA hazard communication (employee right-to-know), physical and chemical exposure control programs (noise, ionizing and non-ionizing radiation, chemical exposure monitoring), personal protective equipment, ergonomics, confined space, respiratory protection and indoor air quality.
- Use available resources and training materials to prepare for plant specific situations, identify other training materials, prepare training outlines and define training requirements for plant HSE activities. Conduct training for team members and supervisors. Assist in the development of procedural instructions and insure appropriate training records and documentation is maintained.
- Perform other duties as assigned.
- Annual Salary Range: $75,000-$90,000
Job Qualifications Education/Training:
- Bachelor of Science degree in related field (e.g. occupational health and safety, risk management, chemical or environmental engineering, or physical sciences) or Associate degree with equivalent combination of education and experience required
- ISO knowledge and OSHAS 18001knowledge preferred
Experience:
- At least four years of experience in health, safety, and environmental programs is required
Skills:
- Strong communication skills, both verbal and written
- Ability to work independently
- Ability to lead and direct team members and committees
- Knowledgeable in the standards, concepts, practices and procedures within the safety and environmental fields
- Ability to work at all levels within an organization and the ability to work in a diverse work group.
- Demonstrated knowledge of delivering hands on health, safety and environmental training.
- Demonstrated strong interpersonal skills
- Ability to develop, implement, and coordinate comprehensive health and safety accident prevention programs
- Good PC skills in Microsoft Office
Physical Requirements:
- Daily physical activity generally associated with being in a manufacturing environment including standing and walking on production floor and stooping, bending and climbing to view potential hazards; exposure to noise and other environmental conditions while in the production area.
