Under the general supervision of the Section Manager - T&D Maintenance, provides administration of ancillary contract services for use by Operations and overall leadership and direction for the safe, timely, reliable and efficient coordination, monitoring and supervision of management personnel and contractors that perform vegetation management duties during blue sky and storm restoration activities. Directs and monitors mandated vegetation management and treatment programs on the electric transmission and distribution system. Ensures that projects are completed to specification, within budget, on schedule, and consistent with current safety, environmental and regulatory mandates.
Core Responsibilities
- Directs the planning and maintenance of the capital and O&M vegetation management programs performed by contractor workforces. Including, but not limited to, adherence to mandated vegetation trimming specifications, regulatory reporting, customer support, and notification for all vegetation management related issues. Performs field checks and inspections as required or directed with a focus on project/site safety and efficient work practice.
- Develops, monitors, and provides status reports on program budgets and schedule as needed and elevates concerns to proper level of authority. Ensures spending is within contract limits and approved budgets.
- Oversees and directs Chief Construction Inspectors and associated staffing. Assists subordinates in enhancement of growth and development plans.
- Must have a solid understanding of developing reports and prepare rate case testimony and can present on topic both internally to all levels of leadership and maintain a strong public outreach program.
- Utilizes the Outage Management System (NMS); Work Management System, Oracle, NRG and other operational systems to provide reports on project(s) status, departmental activities, and performance against established goals.
- Determines specific, challenging and appropriate requirements for each management position supervised. Ensures that each management employee understands and is empowered to perform the requirements of their position guide.
- Possess a strong arboriculture knowledge and formal education/training. Have or obtain within 18 months, an International Society of Arboriculture Certified Arborist certification
- Responds to emergencies in a timely manner commensurate with established corporate goals and respective duties.
- Acts as Mutual Assistance Branch Director Vegetation Management for ICS storms. Directs all mutual aid activities related to Vegetation Management activities.
- Responsible for all Vegetation Management related reporting and auditing (PSC, BPU, NERC, etc.).
- Provides support in the solicitation and review of proposals. Develops specifications, creates contract requests, conducts pre-bid meetings (including site inspections), performs technical review, creates requisitions, verifies work, receipts completed work, monitors contract spending and maintains documentation to support completed work and payments.
- Submittal of Contractor Oversight System (COS) reports.
- Performs other related tasks and assignments, as required.
Required Education/Experience
- Bachelor's Degree and 3+ years related experience or
- Associate's Degree and 5+ years related experience or
- High School Diploma/GED and 7+ years related experience
Relevant Work Experience
- Related work experience includes Forestry Management, Operations, Engineering, Purchasing, Contract Administration, and/or Finance, required.
- Minimum of 5 years of experience in the maintenance and operation of Vegetation Management of electric transmission and distribution system, required.
- Strong leadership skills and at least 3 years of experience in the direct supervision of management and/or weekly personnel, required.
- Proficiency, or the demonstrated ability to achieve, in Oracle, Outage Management System; Work Management System; Microsoft Office applications, required.
- The ideal candidate will possess strong contract management skills and process experience, required.
- Working knowledge and experience with budgeting processes, required.
- Must demonstrate a high energy level, be flexible, and be able to handle multiple assignments while meeting deadlines, required.
- Must demonstrate ability to exercise independent judgment and render sound business decisions, required.

- Ability to be approved to wear and use either a full or half-face respirator, without facial hair or other conditions that may interfere with the seal, in accordance with OSHA regulations
- Stand, walk, and climb ladders and stairs for the duration of the workday
- Stand, walk, lift, climb, bend, kneel, stoop, and/or reach for the duration of the workday
- Ability to travel to company locations to work on storm restoration and heat contingencies
- Wear necessary Personal Protective Equipment (PPE), i.e. fire-retardant clothing and safety harnesses
- Work rotating shifts, including nights, midnights, weekends, and holidays
- Use personal vehicle(s), and be able to transport, store, and secure company laptops and other job-related equipment in vehicle. Acknowledge that reimbursement for use of personal vehicle is available through the company mileage procedure
Additional Physical Demands
- The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
- Must be able and willing to travel to and within the Corporate service territory and for occasional out-of-area business meetings/conferences.
