Olgoonik seeks a qualified Construction Manager to support multi-year construction projects at multiple locations. Overview: The Construction Manager is responsible for the overall execution of construction activities, ensuring projects are delivered in accordance with contract requirements, approved designs, schedule, budget, safety standards, and quality control procedures. This position interfaces directly with U.S. Federal Government clients and oversees field operations, subcontractors, and site personnel. Primary Responsibilities:
- Manage and oversee all construction activities from notice to proceed through project closeout, ensuring compliance with contract documents, safety requirements, and quality standards.
- Participate in project scoping and planning efforts, including constructability reviews, cost estimating, schedule development, and risk identification.
- Prepare and support cost estimates, technical narratives, and supporting documentation for proposals, modifications, and negotiations with Government clients.
- Utilize client-specified estimating tools and formats, including Microsoft Excel and industry-standard software.
- Develop subcontractor scopes of work and bid packages; evaluate proposals; recommend subcontractor and supplier selections based on best value; and administer subcontract agreements.
- Provide day-to-day oversight of subcontractor performance to ensure adherence to safety, quality, schedule, and cost requirements.
- Review and approve submittals, shop drawings, and material data to ensure compliance with contract specifications and approved designs.
- Coordinate construction activities with project managers, superintendents, quality control managers, safety personnel, and other stakeholders.
- Ensure Contractor Quality Control (CQC) requirements are implemented and maintained in accordance with project specifications.
- Maintain accurate project documentation, including schedules, schedules of values, daily reports, progress reports, redline drawings, and as-built documentation.
- Monitor project performance, identify issues or risks, and implement corrective actions to maintain schedule and cost objectives.
- Serve as a primary point of contact with Government representatives for construction-related matters, supporting inspections, meetings, and reporting requirements.
- Support and enforce the company safety program and site-specific Accident Prevention Plans (APP).
Supervisory Responsibilities:
- Provide direct supervision and leadership to assigned field personnel and subcontractors.
- Ensure workforce compliance with contract requirements, company policies, and applicable federal regulations.
Education and/or Experience:
- Minimum of ten (10) years of progressive experience in construction management, engineering, or a related discipline, with emphasis on federal construction projects, maintenance, repair, and minor construction.
- Bachelor's degree in Engineering, Construction Management, or a related field preferred; equivalent experience may be accepted in lieu of a degree.
- Demonstrated experience in construction cost estimating, cost control, scheduling, and contract administration.
- Proven knowledge of construction means and methods, equipment, materials, and supervisory practices.
- Experience with FEBR and TSS products and installation is preferred.
- Experience working under U.S. Federal Government contracts, including familiarity with CQC systems and international construction environments, is highly desirable.
Knowledge, Skills, and Abilities:
- Strong understanding of federal construction contracting requirements and project execution in controlled or overseas environments.
- Excellent written and verbal communication skills, including the ability to prepare reports, brief Government stakeholders, and participate in formal meetings.
- Ability to manage multiple construction efforts concurrently while maintaining compliance with contract requirements.
- Demonstrated problem-solving and decision-making skills, including the ability to identify risks and implement corrective actions.
- Proficient in interpreting construction drawings, specifications, and technical documentation.
- Working knowledge of construction administration, scheduling, resource allocation, and field coordination.
- Proficiency with Microsoft Office Suite (Word, Excel, Access, and email applications).
- Self-motivated team leader capable of working independently in a fast-paced, mission-critical environment.

Security Clearance:
- Active U.S. Government SECRET clearance, or ability to obtain and maintain a SECRET clearance.
- U.S. citizenship required.
