*Technical Writer - Regulatory, Operational, and Process Documentation* *Position Overview* The Technical Writer will support multiple operational units by developing clear, accurate, and standardized documentation, including Standard Operating Procedures (SOPs), job aids, workflows, and policyaligned guidance. This role involves gathering information from subject matter experts (SMEs), analyzing regulatory and operational requirements, and translating complex concepts into userfriendly written materials for a wide range of stakeholders. The ideal candidate is highly analytical, detailoriented, and comfortable operating in a dynamic environment with shifting priorities.
*Key Responsibilities* * Develop, update, and maintain SOPs, job aids, operational guidelines, and other technical documentation for diverse business units. * Conduct interviews and informationgathering sessions with SMEs to document processes, requirements, and workflows. * Analyze regulatory, statutory, and contractual requirements and interpret them into concise, actionable content. * Ensure documentation aligns with industry regulations, compliance standards, and internal governance policies. * Collaborate crossfunctionally to manage timelines, deliverables, and stakeholder expectations. * Support process standardization, continuous improvement initiatives, and documentation updates across operational groups. * Prepare written summaries, analyses, and responses related to regulatory or compliancebased inquiries. * Maintain documentation repositories and ensure content version control and accessibility. * Create materials suitable for both technical and nontechnical audiences, ensuring clarity, structure, and usability. *Required Skills & Qualifications* * Excellent comprehension of legal, regulatory, statutory, and contract language. * Exceptional written, verbal, and presentation skills with the ability to communicate persuasively across all organizational levels. * Strong analytical, conceptual, organizational, and criticalthinking skills. * Ability to remain flexible, adapt quickly to changing priorities, and handle multiple projects simultaneously. * Strong interpersonal skills with the ability to influence and collaborate with diverse teams. * Proven ability to manage deadlines, deliverables, crossfunctional communication, and stakeholder alignment. * Strong interviewing and informationgathering skills to extract detailed process information from SMEs. * Working knowledge of budgeting, finance, business operations, or project management principles. * Proficiency with common software tools such as Word, Excel, PowerPoint, and SharePoint. * Bachelor's degree in English, Communications, Technical Writing, Business, Engineering, or a related field. *Preferred Skills & Qualifications* * Master's degree in Public Policy, Business Process Management, Law, or similar discipline. * Experience in utilities, energy, infrastructure, engineering, or other regulated operational environments. * Experience drafting policies, technical procedures, operational manuals, or compliance documentation. * Project Management Professional (PMP) or related certification. * Familiarity with Lean, Six Sigma, Kaizen, or other continuous improvement methodologies. * Ability to translate complex technical, engineering, or regulatory concepts into clear, actionable documentation. * Experience negotiating or preparing contracts and agreements. * Experience working with regulatory bodies such as PUC, FCC, OSHA, or comparable agencies. *Experience Requirements* * Minimum *5 years* of experience analyzing regulatory requirements and producing written analyses or responses, or equivalent technical writing experience. * Minimum *3 years* of business experience in fields such as engineering, accounting, finance, regulatory affairs, contracts, or operations. * Demonstrated experience developing and standardizing processes, procedures, or job aids. * Prior professional writing/editing experience strongly preferred. *Job Type & Location*This is a Contract position based out of Honolulu, HI. *Pay and Benefits*The pay range for this position is $35.00 - $42.00/hr. Eligibility requirements apply to some benefits and may depend on your job classification and length of employment.
