The Construction Delivery Program Manager functions as the executive head of all construction activities within the GEC structure. This position ensures that all operational functions including field delivery, CEI oversight, quality management, maintenance coordination, and program performance operate under one unified direction. Reporting directly to the GEC Program Director, this role provides leadership to the Deputy Construction Program Manager, who in turn manages corridor operations, PMO activities, and CEI coordination. This position ensures alignment between GEC leadership, FDOT strategic priorities, and field execution. This position defines statewide expectations, drives consistency across all corridors, and maintains accountability for the timely and professional delivery of Florida's Turnpike Enterprise's construction portfolio.

In the role of Construction Delivery Program Manager, we'll count on you to:
*Lead statewide delivery of the Turnpike Construction & Materials Program in coordination with the GEC Program Director and FDOT leadership.
* Supervise and mentor the Deputy Construction Program Manager, District C&M Engineers, and corridor leadership teams.
* Establish enterprise-level construction priorities, budget strategies, and performance metrics for all corridor and district activities.
* Oversee integration of construction, maintenance, and asset management to ensure operational alignment and consistent execution across Florida's Turnpike Enterprise.
* Direct strategic initiatives for innovation, process improvement, and digital transformation within construction management functions.
* Conduct quarterly leadership reviews and present program performance results to the GEC Program Director and FDOT executives.
* Approve major procedural revisions, organizational changes, and resource allocations within the Construction & Materials program.
Preferred Qualifications
  • PE License required
  • 15 years experience
  • Previous FDOT or Florida Turnpike experience
  • Road and bridge construction
Required Qualifications
  • Bachelor's degree in Engineering, Construction Management, Planning, Sciences, Business Administration or a closely related field
  • At least one of the following licenses/certifications:
  • Requires professional engineering license recognized by the licensing board for the location of the position offered. Example: Professional Engineer (PE or P.Eng) license.
  • PMI Project Management Professional (PMP) certification;
  • PMI Program Management Professional (PgMP) certification;
  • AICP Certification
  • CMAA Certified Construction Manager (CCM) Certification
  • Program management experience consistent with the following requirements:
  • A minimum of six (6) years of program management experience, with at least four (4) years as a Program Manager or similar role with equivalent responsibilities and;
  • Experience leading as a Program Manager or serving in a similar role on the delivery of two or more programs, each with a capital value of $350 million or more. Experience delivering concurrent programs with a total value of $350 million or more qualifies as one of the required programs.;
  • Strong leadership skills with experience building a cohesive team culture and managing team members located in various locations
  • Excellent communication skills. Comfortable presenting to client executives and in front of a large audience in a public setting
  • Management experience with the implementation of projects or programs using alternative and collaborative delivery methods, including design-build (DB), progressive design-build (PDB), and/or construction management at-risk (CMAR)
  • Familiar with the various types of tools used to manage large programs - PMIS, CMIS, scheduling, cost control, document management, risk management, asset management, dashboard analytics, etc.
  • Experience working in an integrated fashion within a Program Management Office (PMO) comprised of both consultant and client staff
