Job Summary

The Vice President of Human Resources (VP of HR) is a pivotal leadership role responsible for developing and executing the human capital and communication strategies that drive Noridian Healthcare Solutions' mission. This role demands a strategic leader who can foster a culture of service excellence, ensure compliance with all legal and regulatory requirements, and lead initiatives that enhance employee engagement, talent acquisition, and organizational effectiveness. This position requires a motivated and skilled Human Resources leader who will make a significant impact on a national scale, guiding Noridian Healthcare Solutions towards continued excellence in service and operations.


Essential Functions
Key Duties/Responsibilities/Accountabilities

Organizational Impact



  • Collaborates with senior leadership to plan and implement a comprehensive human capital strategy that aligns with Noridian's strategic objectives.
  • Ensures the alignment of human resources practices with the company's overall strategies and goals.
  • Maintains and ensures that the organization's human resources and communications programs and services remain competitive in the market and compliant with all regulatory requirements.
  • Leads the coordination of resources and strategies that enhance Noridian's efficiency in delivering core services.


Communication & Influence



  • Builds and sustains a strong, collaborative relationship with the Board of Directors, providing them with crucial insights, education, and presentations on human resources matters affecting the organization.
  • Develops and executes a communications strategy that enhances and protects Noridian's brand reputation.
  • Establishes and nurtures positive relationships with key stakeholders, including employees, management, community leaders, professional groups, and vendors.
  • Supports the development of an annual departmental and corporate planning and budget process by coordinating and communicating an understanding of the organization's strategic objectives.


Innovation & Complexity



  • Leads initiatives in organizational effectiveness, talent development, employee engagement, and cultural transformation in order to drive continuous improvement and change management.
  • Provides accurate data and metrics for decision making related to human capital strategies.


Leadership & Talent Management



  • Motivates and enables staff to reach their highest potential by fostering the continuous professional development and career growth of a diverse workforce, coaching, and mentoring future leaders, identifying and championing high potential talent, and creating high-performance teams while demonstrating creativity, flexibility, and willingness to embrace change.
  • Directs and manages the Human Resource, Talent Development, and Communications business units, accountable for departmental overseeing strategy development, resource allocation, and contract negotiations.
  • Provides enterprise leadership and strategic direction for Human Resources, Talent Development, and Communications functions, guiding department leadership in executing high quality people operations while overseeing company-wide human resources, talent development and communications that strengthen organizational capability, leadership effectiveness, and employee engagement.
  • Fosters an environment of continuous learning by providing ongoing education and coaching to employees across the organization.


Knowledge & Experience



  • Serves as a key member of the leadership team, contributing to both strategic and operational planning.
  • Develops and manages a network of service providers for Human Resources needs, including training, benefits, compensation, staffing, and labor relations.
  • Utilizes knowledge of industry trends, regulations to guide strategic and operational decisions.
  • Integrates data-driven insights and methodologies into operational planning and execution.
  • Leads knowledge transfer initiatives to build organizational capacity and resilience.
  • Leverages data and experience to anticipate future challenges and opportunities.


Non-Essential Duties and Functions

  • Delegates assignments to divisional staff as necessary
  • Performs other duties as assigned


Minimum Qualifications

  • Bachelor's degree in Human Resources, Business Administration, Business Management or related degree OR equivalent work experience as determined by Human Resources.
  • 10 years' experience in HR which may comprise of talent acquisition, human resources business partner, compliance, talent development, compensation and benefits. This includes 5 years' experience in leadership-level positions.
  • Extensive experience as a strategic Human Resources business partner with a track record in organizational effectiveness, change management, talent development, and cultural transformation.
  • Strong business acumen with the ability to translate business strategies into actionable HR strategies.
  • Commitment to upholding the principles of compliance as outlined in the Code of Conduct, Employee Handbook, and related policies.
  • Proven ability to effectively engage and collaborate with stakeholders at all levels, including executive leadership and the Board of Directors.
  • Demonstrated experience advising internal and external customers, producing data, and providing insights based on professional expertise and a comprehensive understanding of organizational impact.
  • Skilled in presenting to, collaborating with, and making strategic recommendations to executive leadership and the Board of Directors.
  • Expertise in strategic planning, budget development, and the implementation of operating plans to achieve organizational goals.
  • Strong leadership skills with extensive experience in leading teams, driving results, and maintaining operational efficiencies. Ability to assemble, lead, and motivate a team of professionals to produce and improve outcomes.
  • Highly adept at building and nurturing relationships, with strong organizational skills to manage multiple priorities effectively.


Preferred Qualifications
Above requirements and the following:

  • MBA or MA degree in Human Resources
  • SPHR or SHRM-SCP designation
  • 5 years' experience in health care or government contracting industries

Below is the salary range for potential new hires.

Salary Range: The pay range for this position is $138,359.90 - $240,569.38 per year, however, the base pay offered may vary depending on geographic region, internal equity, job-related knowledge, skills, and experience among other factors.
