RSG is seeking a Senior Payroll Accountant who will be responsible for executing and overseeing all payroll operations, payroll accounting, timesheet management, labor reporting, and workforce data integrity within Deltek Vantagepoint. This role combines both manager-level oversight and day-to-day processing responsibilities and is designed for an experienced professional who can independently manage payroll, benefits deductions, workforce data, and labor reporting with a high degree of accuracy and accountability.

The Senior Payroll Accountant serves as the primary owner of payroll operations following team restructuring and is responsible for both transactional processing and higher-level accounting, compliance, and reporting until additional staffing is added. This role partners closely with HR, Staff Managers, Operations, and the Finance team to ensure accurate labor distribution, utilization reporting, and financial controls.

RESPONSIBILITIES

Payroll Operations



  • Fully execute bi-monthly payroll processing in partnership with our external payroll vendor.
  • Prepare, validate, and enter all payroll changes, deductions, adjustments and supplemental pay.
  • Ensure accuracy of new hire, termination, and employee data updates.
  • Respond to employee payroll inquiries and resolve complex issues promptly.
  • Maintain compliance with multi-state payroll regulations and wage and hour laws.
  • Document payroll and labor processes; identify and implement improvements.


Timesheet Management, Utilization, and Workforce Data



  • Fully own Deltek Vantagepoint timesheet administration, including compliance monitoring, approvals, correction workflows, and reminders.
  • Calculate and report employee and team utilization, billability, and capacity metrics in partnership with Operations.
  • Maintain and update all employee master data within multiple systems, including payroll and RSG's ERP, including roles, grades, targets, utilization targets, PTO, and other items.
  • Perform audits and reconciliations of data across systems to ensure accuracy and consistency.


License, Registration, and Tax



  • Maintain the relationship and work with external registered agent to ensure proper state registrations, timely annual filings, and related compliance activities.
  • Ensure timely and accurate payment of payroll taxes, withholdings, and benefit-related remittances to the appropriate agencies.
  • Stay current with federal, state, and local payroll tax regulations and ensure ongoing compliance.


Reconciliation and Reporting



  • Perform and maintain monthly reconciliations of all payroll-related balance sheet accounts, identifying and resolving discrepancies.
  • Prepare monthly payroll reports and collaborate with the Finance team to support month-end and year-end close.
  • Assist with internal and external audits related to payroll, ensuring accuracy of data used for financial reporting and compliance.


Benefits Administration (HR Partnership)



  • Review and approve benefit invoices, coordinate with vendors on discrepancies, and route internally for additional approvals when needed.
  • Ensure employees are properly enrolled in benefit plans during onboarding and removed during offboarding.
  • Administer benefits deductions in payroll and oversee file feeds between the broker, vendor, and RSG.
  • Generate benefits census reports and fulfill data requests from brokers, including audit support.
  • Track and report professional development costs for employees.



QUALIFICATIONS

Education

* Bachelor's degree in Accounting, Finance, Human Resources, Business Administration, or a related field, or an equivalent combination of education and relevant professional experience, is required.

Experience

* Minimum of 5 years of payroll processing experience, preferably in a multi-state environment.

* Experience with payroll systems such as Paylocity., ADP, or similar platforms.

* Experience with large ERP/CRM systems such as Deltek Vantagepoint.

* Accounting experience with reconciliations and journal entries required.

* Experience working collaboratively with Human Resources on payroll and benefits.

* Experience in a professional services firm working on government contracts preferred.

Knowledge, Skills, and Abilities

* Proficient in Microsoft Excel and other data management tools.

* Strong analytical and problem-solving skills with exceptional attention to detail.

* Excellent communication and interpersonal skills.

* Ability to maintain confidentiality and exercise discretion with sensitive information.

* Demonstrated ability to manage multiple competing projects, priorities, and deadlines.

* Strong organizational skills with a continuous improvement mindset.

* Professional presence and poise when interacting with employees.

* Familiarity with data management and reporting tools are a plus, but not required.

* Ability to communicate complex technical or financial information clearly to non-technical audiences.

PHYSICAL DEMANDS

* Frequently involves standing or sitting for prolonged periods.

* Operates a computer and other office machinery, such as a calculator, copy machine or computer printer.

* Frequently communicates with colleagues and clients. Must be able to exchange accurate information in these situations.
