The Joint, Office of the Secretary of Defense, Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues. The Critical Infrastructure Group (CIG) within JOID provides technical, programmatic and analytical support to customers with missions in national security to include the Department of Homeland Security (DHS), Health and Human Services (HHS), and the Federal Aviation Administration (FAA). The Group brings technical and operational expertise in fields of countering weapons of mass destruction, critical infrastructure protection, emergency response, nuclear non-proliferation, weapons deployment programs, and transportation safety. In addition to management and advisory services, CIG staff collaborate closely with our clients to provide high-quality modeling, simulation, software, and analytical products to meet the most demanding government standards and timelines. We have a near-term need for a Sr. Financial Analyst to provide primarily remote support out of the Northern VA/DC area. Responsibilities The Sr. Financial Analyst will work closely with the DoC National Institute of Science and Technology (NIST) CHIPS Research and Development Office (CRDO) Program Managers and leadership to ensure efficient and effective financial management of activities. Will provide critical financial planning, tracking, analysis, and ROI assessments to support decision-making for investments in new initiatives and broader CHIPS R&D objectives. The work will focus on aligning funds with strategic priorities and analyzing the long-term impact of CRDO investments. Conduct financial tracking and ROI analysis for CRDO investments in research initiatives, technology transitions, and collaborative efforts. Develop metrics to evaluate the return on investment for funding allocations. Provide insights into the impact and effectiveness of planned and actual expenditures. Assist in the preparation, maintenance, and reconciliation of program budgets. Track funding across multiple projects, ensuring proper utilization and alignment with program objectives and budgetary constraints. Support CRDO in evaluating financial impacts of proposed new initiatives under the CHIPS Act. Provide financial modeling and sensitivity analysis to assess investment viability and prioritize efforts that align with CRDO's strategic vision. Develop financial reports and metrics to facilitate data-driven decisions for CRDO leadership. Ensure that resources are allocated effectively to maximize programmatic and financial outcomes. Monitor financial progress and correlate funding utilization with program milestones and deliverables. Ensure that investments meet timelines and objectives while remaining within budget limits. Support the financial evaluation of BAA proposals, analyzing cost structures, resource requirements, and recommended funding allocations. Examine the economic outcomes of CRDO funding in semiconductor R&D, supporting broader national goals of innovation, commercialization, and industry growth as outlined in the CHIPS Act. Partner closely with Program Managers to align financial strategies with operational objectives. Provide budget visibility tools and dashboards to improve administrative oversight of funding streams. Prepare financial reports, briefings, and correspondence for internal stakeholders and external partners, ensuring clarity in financial data presentation. Maintain organized financial files and records. Continuously improve financial tracking systems and reporting templates to enhance efficiency and accuracy. Qualifications Required:
