Position Summary:

The Proposal Manager will manage the technical formulation of significant opportunities, themes, and strategies, and lead the formulation of proposals and technical documents. The Proposal Manager will oversee proposal development activities from pre-proposal planning through final production, delivery, and lessons learned capture. Will guide proposal development teams (i.e., technical staff, writers, subject matter experts, etc.), write proposals, promotional, and corporate documents, as well as review requests for proposals (RFP), requests for information (RFI), and a wide variety of other bid requests. The Proposal Manager will lead the process of creating and submitting responses that leverage internal systems and solutions, in a format that meets the requirements and evaluation criteria identified in the requests. The Proposal Manager must ensure adherence to deadlines and attention to detail and will support long-term strategy development, including methods and approaches to achieve its new business objectives.

Primary Responsibilities:

  • The full life cycle of proposal development, including planning, scheduling, and managing competitive proposals; Take end-to-end ownership and command of proposal development and related support processes.
  • Analyzing RFP requirements; creating the proposal schedule, outline, and compliance matrix; Managing diverse teams from various prime, subcontractor, and consultant organizations; Ensuring RFP compliance; Performing in a time-sensitive environment; writing proposal sections as needed.
  • Serve as a writer, editor, and/or reviewer when not managing a proposal.
  • Work with the Solution Architects and Capture Manager to develop and articulate technical, management, and phase-in solutions.
  • In concert with the Capture or Program Manager, plan, coordinate the schedule for, select the membership of, and lead effective, results-driven storyboarding, kickoff, and review meetings. Be proactive in conceptualizing and developing strategic win themes and discriminators.
  • Identify and adhere to the proposal development schedule.
  • Use a proposal calendar for each assigned proposal effort. The calendar must include all color reviews and other proposal development milestones, including packaging and delivery deadlines.
  • Critical attributes include exceptional communication, teamwork, flexibility, organizational capacity, and ability to motivate and energize team participation.
  • Experience in both task order proposals and large, multi-faceted proposals that include oral presentations, client reference checks, technical volumes, past performance volumes, cost volumes, and management volumes.

Skills and Qualifications:

  • Must have the management skills required to direct and orchestrate massive, fast-moving proposal team efforts
  • Ability to manage multiple initiatives simultaneously.
  • Proven ability to conceptualize and write compelling, marketing-oriented proposal narratives as required.
  • Working knowledge of MS Office business applications.

Required Education and Experience:

  • Requires a Bachelor's degree. An equivalent combination of education and experience from which comparable knowledge and skills may be acquired.
  • Minimum of five (5) years of progressive experience, specifically as a Proposal Manager in a fast-paced, deadline-driven, high-volume proposal environment for a federal support services contracting firm
  • Five (5) years of experience implementing and documenting an established or growing company's formal capture and proposal processes.
  • Experience supporting the proposal development process and providing technical and management solutions.
  • Strong knowledge of developing proposals for major Indefinite delivery, indefinite quantity (IDIQ), including, but not limited to, One Acquisition Solution for Integrated Services (OASIS), Program Management, Administrative, Clerical and Technical Services (PACTS), and J6 Enterprise Technology Services (JETS).
  • Ability to manage multiple proposals simultaneously and meet short timelines/deadlines, and, at times, can work weekends and holidays to meet proposal deadlines.
  • Proposal writing experience for a government contract.
  • Experience responding to solicitations from Federal Government clients.
  • Experience with Shipley methodology
  • Completion of 3-5 industry-recognized proposal management training courses
  • Membership in APMP or another massive proposal development-focused organization is preferred
  • Excellent attention to detail as well as oral and written communication skills.
  • Strong analytical, problem-solving, and decision-making capabilities.
  • Ability to work independently and in a team environment.
