Business Analyst/Tester- Ashburn, VA (Hybrid)

Ellumen is seeking a skilled Business Analyst/Tester to serve as the critical link between business requirements and technical solutions across ServiceNow and cloud platforms. In this role, you will lead requirements gathering efforts, translate business needs into clear user stories, and ensure delivered solutions align with DHS mission objectives, governance frameworks, and compliance standards.
You will work closely with stakeholders to define project scope and validate system functionality through comprehensive functional, regression, and User Acceptance Testing (UAT). This position plays a key role in ensuring software quality, operational effectiveness, and alignment with overall business objectives.
Must be US Citizen with active DHS clearance or Top Secret clearance.
Responsibilities
Work with stakeholders, business users, and technical SMEs to gather and refine requirements. Document requirements as user stories with acceptance criterion.

Create test cases and requirements traceability matrix.
- Support testing activities (i.e., creating test plans, documenting test cases, executing and documenting test results).
- Create. execute, and manage automated test scripts.
- Provide backup support for operations and the help desk when the operations support resource is out, or in times of surge.
- Lead workshops to elicit business goals, requirements, and facilitate testing.
- Support enterprise governance by aligning requirements with DHS architecture standards.
- Translate emerging technology concepts (AI, automation, new enterprise services) into actionable requirements and business cases.
- Develop and maintain process flows, SOPs, and dashboards to track adoption, usage, and mission value metrics.
- Collaborate with developers and testers to ensure requirements are translated into functional solutions.
- Support Section 508 compliance and FedRAMP considerations during requirements definition.
- Contribute to program deliverables, including weekly status reports, monthly progress reports, and stakeholder briefings.
- Identify risks, dependencies, and opportunities to accelerate adoption of enterprise solutions.
Qualifications
- U.S. Citizen; Active DHS clearance or Top Secret DoD Clearance.
- Bachelor's degree in Computer Science, Information Systems, Engineering, Business or other related discipline or a minimum of three (3) years relevant specialized experience.
- Experience in gathering and documenting requirements in user story format.
- Experience creating requirements traceability matrices.
- Skilled in writing test cases based on user stories.
- Skilled in executing test cases and documenting results.
- Experience with automated testing and creating automated test scripts.
- Strong knowledge of requirements management practices, Agile methodologies, and enterprise IT governance.
- Proficiency in tools including Jira, Confluence, and Microsoft Office Suite.
- Excellent communication and facilitation skills, with experience leading stakeholder sessions and explaining technical concepts to leadership.
- Strong problem-solving and communication skills.
Preferred Experience
- Knowledge of enterprise architecture, and IT standards compliance.
- Familiarity with ServiceNow.
- Background in emerging technologies (AI, automation, cloud services).
- Understanding of Section 508 and FedRAMP requirements.
- Experience creating automated test scripts
- Experience creating user stories from requirements analysis and created test cases for the stories, tracing across an RTM
