Medicare Outreach Specialist


Aging & Disabilities Services


Hourly Range: $28.50 - $42.73



Job Summary: The Medicare Outreach Specialist will assist Milwaukee County residents in understanding, accessing, and utilizing Medicare as well as Medicare related to Medicaid. This position is responsible for conducting Countywide outreach and community education about Medicare, Medicare savings programs, assisting eligible residents in Medicare related enrollment, and coordinating a Medicare Counselor volunteer program. The position will provide a free unbiased single point of contact through the Aging Unit for the more than 190,000 Milwaukee County residents who are Medicare eligible, particularly focused on underserved communities.


Position Duties:



  • Conduct Medicare information sessions throughout Milwaukee County in community locations. In collaboration with the SHIP MKE collaborative provide accurate and timely information about Medicare related benefits as well as how to apply for these benefits.
  • Provide individual counseling and accurate information about public healthcare and prescription drug benefits including Medicare, SeniorCare, Low Income Subsidy (LIS) or Extra Help, and Medicare Savings Programs.
  • Coordinate and support volunteer Medicare counselors to provide Medicare outreach, community education, and counseling to Milwaukee County residents, particularly in low-income and underserved communities.
  • Document all contacts in required State and federal STARS databases. Maintain confidential case files, obtain representation, consent, and client grievance documentation. Conduct regularly scheduled file and case reviews.
  • Attend Milwaukee County AAA training and meetings, including monthly MKE SHIP meetings. Attend State-sponsored SHIP trainings. Complete Medicare counseling training through the SHIP technical assistance portal, annual update, or specialized continuing education trainings related to Medicare.
  • Performs other duties as assigned.



Minimum Education and Experience Requirements:



  • Current resident of Wisconsin
  • Valid Wisconsin driver's License and access to a reliable insured vehicle; maintained throughout employment.
  • Associate degree in Human Services, Community Health, Healthcare, or closely related field is required.
  • At least one (1) year of experience working in a health or human services field, working with one or more of the client populations served by the Aging or Disability Resource Centers (elderly or adults with disabilities). Qualified work experience may be paid or unpaid and may include internships, field placements and volunteer work.
  • Must have a Medicare Counselor certification through the Wisconsin SHIP TA center.
  • Able and willing to travel up to 50% of work time
  • Intermediate knowledge of all related computer and software applications, such as word processing and spreadsheets.
  • Intermediate understanding of case management systems, including client file management.



Note: This position will have the opportunity to work a hybrid schedule, up to 50%, and will be required to work evenings and weekends as needed.



Preferred Qualifications:



  • Knowledge of, or experience with public benefits, particularly Medicare or Medicaid.
  • Bilingual in Spanish.
  • Public speaking experience.



Knowledge, Skills and Abilities: Oral and written communication skills; knowledge of health services; knowledge of community resources in the area of health and social services and the ability to utilize them effectively; ability to work with people of all social, economic and educational levels; ability to develop effective interpersonal relationships; ability to work effectively and harmoniously with staff, families, and agencies.
