Inspections Program Specialist I:

The Housing Opportunities Commission of Montgomery County (HOC) was established in 1974 to better respond to the County's need for affordable housing. HOC is authorized to acquire, own, lease, and operate housing; to provide for the construction or renovation of housing; obtain financial assistance from any public or private source to assist its housing activities; and arrange for social services, resident services, and daycare

Job Description:

The Inspections Program Specialist I will assign requests for tenancy to designated staff based on established procedures. This individual will work hand in hand with the Ombudsman office to ensure termination packages are completely accurately and efficiently. This position will be located at our headquarters, downtown Silver Spring with the Housing Resources Division.

Example of Duties:

  • Assign RTAs by receiving, logging, and assigning requests for tenancy approval (RTAs) to designated staff based on workload and established procedures, while maintaining accurate assignment tracking
  • Track inspection-related terminations by issuing, monitoring, and documenting HAP contract and tenant terminations, including managing deadlines, notices, and all supporting documentation
  • Prepare tenant termination recommendations by compiling and submitting complete recommendation packages to the Ombudsman's Office, ensuring accuracy and proper documentation
  • Complete and coordinate inspection-related record requests, and organize files to support audits, appeals, and internal audits
  • Monitor inspection requests and notify staff when requests exceed five (5) days without a scheduled inspection date; document follow-ups and escalate as needed
  • Maintain accurate trackers and case notes, identify missing documentation or workflow gaps, and provide routine status updated to leadership

Minimum Qualifications:

Experience

  • At least two (2) years of administrative support experience (housing programs, compliance, inspections
  • Public Sector Operations experience preferred

Education:

  • High school diploma/GED required
  • An equivalent combination of education and experience may be accepted. Low income residents in Montgomery County with the above qualifications are encouraged to apply

Knowledge, Skills and Abilities

  • Strong organizational skills and ability to manage multiple deadlines with high attention to detail
  • Excellent written communication and professionalism when interating with internal/external stakeholders
  • Proficiency in Microsoft Office or Google Workspace (strong spreadsheet tracking experience preferred)
