Position Location:

This position is located in Los Alamos, New Mexico.

Position Summary:

The Contract Specialist supports the Prime Contract Director in maintaining contract compliance to achieve N3B LLCC objectives. The position initiates and tracks contract actions; prepares reports, and correspondence; assists with preparation and tracking of contract modifications and change proposals; writes and updates internal policies and procedures; tracks costs and commitments against budgets; manages task orders; completes duties as assigned; and interfaces with internal and external stakeholders.

Essential Duties/Responsibilities (may include, but are not limited to):

The N3B Contract Specialist will utilize ingenuity in determining how to achieve improved performance in all aspects of the contract. This position assists in contract development, administration, tracking, and analysis, as well as communication of contractor performance and government contract compliance. It is expected that the individual will have knowledge of DOE cost plus award fee contract administration and management. The Contract Specialist will work closely with the Prime Contract Director in an integrated and supportive role.

Specific duties include:

  • Support the effective management and administration of contract requirements, compliance activities, and corrective actions
  • Write and review correspondence to Department of Energy communicating issues and project status to ensure contract compliance
  • Proactively participate in Contract Change proposal development and submission consistent with FAR Part 15-2 requirements
  • Coordinate with Strategic Planning & Integration to maintain Contract and Baseline Alignment, including updating contract change logs and reconciling contract to baseline values
  • Respond to complex inquiries regarding contract obligations and revisions
  • Review and distribute Contract Modifications, maintain Modification Log, update conformed Contract
  • Perform and provide FAR Part 31 cost allowability assessments
  • Support Performance Evaluation and Management Plan administration including Contractor Performance Assessment Reporting, Performance Based-Incentive tracking
  • Track open contract action items
  • Perform entity administration and service contract reporting in SAM.gov
  • Administer task orders
  • Prepare requests for contract funding
  • Develop and perform trainings on contract requirements
  • Write or contribute to company policies and procedures to enhance contract compliance
  • Prepare reports and deliverables as necessary

Minimum Qualifications (Knowledge, Skills, and Abilities):

  • Knowledge of government prime contracts, including familiarity with various agency regulatory requirements
  • Demonstrated ability to track and perform actions through closeout
  • Demonstrated ability to write and develop policies, processes, and procedures to enhance contract compliance
  • Excellent writing and document preparation skills including excel spreadsheets for cost and action tracking
  • Ability to provide excellent customer service within N3B and to DOE
  • Strong technical proficiency required, including Microsoft Office products and other IT systems
  • Excellent written and verbal communication skills
  • Strong organizational, time management, attention to detail and analytical skills
  • Ability to work independently under limited supervision, as well as in a team environment
  • Willingness to learn, continually improve, and develop skills
  • Ability to work in a dynamic, fast paced environment

Education and Experience Required:

Bachelors' Degree, preferably in business, public administration, or similar field. Government contracts/subcontract administration is preferred, especially experience with DOE-EM and FAR-based contracts, and understanding of Cost Plus Award Fee contracts and business systems.
