Job Requirements
Fearless is seeking a Project Manager to lead and integrate multiple projects into a cohesive federal program that delivers meaningful, mission-driven outcomes. This role is responsible for providing world-class service, ensuring contract compliance, and driving successful delivery across scope, schedule, and budget. The Project Manager operates independently, serving as a strategic leader and trusted partner to government stakeholders while overseeing Agile program execution, financial performance, and risk mitigation to ensure high-impact results and positive customer retention. What You'll do Your Responsibilities in This Role:
- Provide end-to-end management of federal contracts, ensuring compliance with FAR, DFARS, and all contractual obligations.
- Serve as the primary interface with the Contracting Officer (CO), Contracting Officer's Representative (COR), and federal leadership, maintaining clear and consistent communication.
- Oversee planning, execution, and integration of multiple projects into a unified program strategy that delivers measurable outcomes.
- Provide Agile program oversight across multiple teams, coordinating delivery through SAFe, Scrum-of-Scrums, or other scaled Agile frameworks.
- Ensure world-class service delivery by consistently meeting scope, schedule, budget, and quality expectations.
- Develop and maintain integrated master schedules, project plans, cost estimates, and performance baselines.
- Manage project budgets and financial performance, monitor burn rates, and ensure responsible stewardship of government funds.
- Identify, assess, and mitigate program risks and dependencies; implement proactive mitigation strategies to protect delivery commitments.
- Lead cross-functional and blended federal/contractor teams, fostering accountability, collaboration, and high performance.
- Set clear goals, monitor team performance, and ensure alignment between technical execution and program objectives.
- Maintain comprehensive documentation and provide regular reporting on project health, risks, financial status, and performance metrics.
- Ensure all delivery activities comply with federal regulations, procurement requirements, and security guidelines.
- Partner with stakeholders to define problems, identify opportunities for improvement, and implement process enhancements that increase efficiency and customer satisfaction.
- Contribute to account stability and growth through proactive engagement, strategic insight, and delivery excellence.
Work Experience

- Minimum of 7 years of experience managing federal government contracts and complex delivery programs.
- Demonstrated experience with federal contract management, including FAR and DFARS compliance.
- Proven experience overseeing Agile programs in scaled environments (e.g., SAFe, Scrum-of-Scrums) while integrating traditional project controls.
- Strong stakeholder management experience in government settings, including direct communication with COs, CORs, and senior federal leadership.
- Demonstrated experience managing budgets, cost estimation, financial tracking, and schedule performance in federal programs.
- Proven ability to identify risks, develop mitigation strategies, and proactively manage program impacts.
- Experience leading and mentoring high-performing teams within blended federal and contractor environments.
- Strong understanding of project management principles, government regulations, contract performance management, and financial accountability.
- Experience supporting financial regulatory agencies or compliance-driven federal environments is a plus
- Experience in CI/CD integration and DevSecOps delivery models is a plus
- Previous experience working on EDGAR or other SEC systems is a plus.
- Project management certification such as Project Management Professional (PMP), Program Management Professional (PgMP), or equivalent is highly desired.
- Bachelor's degree or equivalent professional experience.
- Ability to obtain and maintain a Public Trust clearance.

- Project Management for Gov Contracts:Applies project management principles and practices to plan, execute, and close government projects, ensuring timely delivery, budget adherence, and compliance with federal regulations.
- Account Growth & Retention:Nurtures, grows and maintains existing accounts by monitoring, measuring, and ensuring customer satisfaction; leveraging existing contracts for up-selling and cross-selling opportunities, actively troubleshooting and resolving issues, countering competitive threats, and expanding customer networks and champions.
- Government Procurement Rules, Regulations & Methods:Uses knowledge of contracting officers, acquisition regulations, procurement levels, and government contracting methods-including contract types, IDIQ, GSA schedules, socio-economic categories, and teaming agreements-to identify opportunities and secure funding that align with the organization's strategic priorities, ensuring successful outcomes for both the organization and its customers.
- Evaluating Business Challenges:Partners with stakeholders to understand current and future challenges, and identify needs and opportunities for improvement. Informs stakeholders about current and future threats and liabilities that jeopardize successful outcomes. Advises stakeholders through collaboration and recommends solutions to ensure attainment of business outcomes and support the organization's strategic direction and long-term goals.
- Advising on Solutions:Provides guidance to other professionals, managers and business unit teams on implementation of related solutions. Works with business partners to overcome obstacles to implementing solutions. Provides follow-up to and ongoing support for implementation of solutions to ensure their continued effectiveness. Ensures that the implementation of solutions adheres to defined goals and outcomes. Provides ongoing support and solutions to business unit leaders on the organization's strategic direction. Encourages staff and leaders to provide input on strategic business decisions. Works with leaders to overcome obstacles to implementing initiatives. - Environmental & Customer Awareness:Maintains awareness of agency and other external dynamics, power structures within client environments as well as functional/domain knowledge, regulatory trends and contract requirements that influence service delivery and company expansion/growth.

- Must be able to travel occasionally to client sites or company meetings.
