Departmental Overview

The Office of Planning & Analysis (OPA) supports data-informed decision making to help UC Berkeley better fulfill its goals of access and excellence through teaching, research, and public service. We deliver analyses, executive dashboards, and data modeling that provide timely decision support to leadership for a variety of critical campus processes. We strive to convey the Berkeley story in clear, innovative ways by making institutional data accessible and intelligible.

This position will have a dual reporting line between the divisions of Finance and Research.

Position Summary

As a campus expert in institutional research data, this position leads complex analyses, data modeling, and dashboard development with a focus on research contracts and grants data. Incumbent works closely with stakeholders, other university analysts, VC Finance leadership, and the VC Research division to determine emergent and high priority data and analytical needs. This position engages in data analytics that support decision making, strategic planning, and mandatory reporting.

Responsibilities

  • In collaboration with VC Research/Research Administration & Compliance (RAC), leads and manages the development of campus-wide research funding analytics, making forecasting updates as necessary to support campus decision-making.
  • Convenes a cross-functional team of SMEs and data stewards to develop the analytical agenda and roadmap.
  • On a regular basis, produces and/or presents analyses directed to senior managers outside the immediate unit in order to persuade, influence, or negotiate methods and objectives for complex projects.
  • Collaborates with key data stewards in VC Research/RAC, Berkeley IT, the Budget Office, Contracts & Grant Accounting, Academic & Space Planning, UCPath, etc. to build systems automations and connections across data bases in the area of research data analytics.
  • Actively integrates information from various campus data warehouses into campus/office research projects.
  • Extracts, merges, and analyzes finance research awards, and other institutional data from campus systems (e.g., Cal Answers, Phoebe, UCPath) to use in complex data models and executive dashboards.
  • Selects methods for new assignments and designs new techniques and procedures for obtaining solutions (for example, modeling or programming).
  • Synthesizes complex issues and presents them in a creative and non-technical manner.
  • Regularly engages in institutional data analysis and periodically produces data analytics, reports, and dashboards, that inform the strategic decision-making of campus stakeholders.
  • Helps develop and maintain data visualizations/dashboards using appropriate technologies leveraged by the department (e.g., Tableau).
  • Responds to ad hoc requests for information and analysis, which may entail conducting complex extractions, analyses, and reporting/graphing of information contained within institutional databases.
  • Takes the lead on select reporting to UCOP and external agencies on behalf of VC Research and OCFO.
  • Works collaboratively with other analysts within OPA, FP&A, VC Research, and across campus.
  • Provides in-depth analysis and evaluation of variable factors.
  • Serves as a unit representative both internally and externally.
  • Provides data systems support and other institutional research advice and training to less-experienced staff members.
  • Works collaboratively with campus units to meet their data and analysis needs.
  • Professional development and other responsibilities as needed.

Required Qualifications

  • Requires expert knowledge in data collection and analysis techniques, along with database administration and programming tools; understanding and experience using statistics or social science research techniques; detailed knowledge of organizational principles and procedures involved in handling sensitive data (for example, Controlled Unclassified Information (CUI), Export Controlled or business confidential data (e.g., covered by NDAs), Health Insurance Portability and Accountability Act, or HIPAA, or Family Educational Rights and Privacy Act, or FERPA).
  • Expert active listening, critical thinking, problem-solving, good interpersonal skills and ability to manage multiple tasks while meeting deadlines.
  • Expert ability to present complex findings and recommendations in a clear concise manner verbally and in writing.
  • Understanding of and/or can quickly learn the organizational rules and regulations.
  • Able to provide good judgment and decision-making.
  • Able to use data in institutional research.
  • Training or experience in business intelligence reporting tools such as Tableau.
  • Experience working with research contracts and grants data.
  • Understanding of typical research funding flows and expenditures (subawards, invoicing, indirect cost calculations, etc.).
  • Strong ability to foster collaboration and forge consensus across distributed teams of experts.
  • Bachelor's degree in related area and/or equivalent experience/training.

Preferred Qualifications

  • Familiarity with national standards around research data reporting such as NSF-HERD, NSF research facilities survey, data collection to support indirect cost rate proposals, etc.
  • Specialized training or experience in statistical and/or data management software applications.
  • Master's degree in related area and/or equivalent experience/training.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

The budgeted annual salary range that the University reasonably expects to pay for this position is $135,000.00 - $185,000.00

  • This is a full-time (40 hours/week), career position that is eligible for UC Benefits.
  • This is an exempt monthly-paid position.
