Under general direction, a Meter Repair and Testing Supervisor performs a variety of technical and specialized duties in support of the District's cross-connection control and backflow prevention program. Plans, organizes, directs and assists Meter Mechanics engaged in installing, testing, maintaining and repairing domestic, commercial and industrial water meters in the shop and field. Assists in administering the District's cross-connection control program; and leads staff to perform inspections and determines the need for the installation of approved backflow prevention assemblies at water and recycled water customers based on the assessed level of hazard present at the premise and commercial location
Typical duties may include:
*planning, scheduling, assigning, directing, and reviewing the work of employees engaged in maintaining, repairing, and testing domestic, commercial, and industrial water meters, and backflow prevention devices in the shop and field;
*reviewing the work of Meter Mechanic/Cross Connection Specialist engaged in the inspection, testing and flushing of new commercial fire service lines;
*determining, requisitioning, and maintaining a supply of replacement parts and supplies necessary for the repair and testing of water meters and backflow prevention devices, and ensuring shop equipment is properly maintained;
*estimating the cost of labor, materials, and supplies;
*keeps job costs in line with estimates;
*making recommendations regarding the economic advantage of repairing and replacing used or defective parts versus disposing of entire meters;
*recommends changes in work processes and makes changes in daily priorities as circumstances indicate;
*performing experimental work on water meters;
*interpreting diagrams, plans, and specifications to subordinates;
*inspecting work in progress and work completed to ensure that it complies with proper methods and techniques;
*assisting subordinates with diagnostic and repair problems, and training them in new testing and repair processes or procedures;
*advising subordinates on how to identify commercial and residential cross-connection hazards and what type of backflow prevention control to require in specific applications;
*maintaining and preparing reports of preventive and corrective maintenance cost, work schedules, and repair orders;
*conducting special accuracy tests of water meters;
*arranging for and coordinating special work with other departments or shops;
*interviewing candidates and recommending selection of employees;
*reviewing, evaluating, and documenting employee performance;
*promoting, maintaining, and ensuring that safe working practices are followed by employees;
*maintaining a preventive maintenance and ongoing repair program
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of:
*practices, methods, material and equipment used in the installation, testing, maintenance and repair of domestic, commercial and industrial water meters;
*principles underlying the operation of various types of meters;
*the theory, design construction, performance requirements, testing, and repair techniques for backflow prevention devices;
*local fire code regulations pertaining to fire service lines and state regulations regarding backflow prevention systems; safety regulations and precautions pertaining to the work;
*shop mathematics; and mechanical drawing;
*principles and practices of effective supervision;
*basic personal computer systems and data entry.
Skills:
*reading and interpreting mechanical drawings, plans and specifications;
*keeping records and preparing a variety of period and special reports.
Ability to:
*plan, assign, direct and evaluate the work of subordinates;
*repair and test water meters and backflow prevention devices;
*use equipment to diagnose and analyze problems in a variety of types of water meters and determine needed repairs;
*set priorities, schedule work and coordinate work with other organizational units;
*train subordinates in work methods, safety procedures, and regulations governing the work;
*maintain accurate record systems and prepare and present reports;
*communicate effectively with others;
*establish and maintain effective working relationships including resolving customer concerns relative to backflow prevention device testing and inspection.
The salary range for Meter Repair and Testing Supervisor is $12,210 per month increasing to $12,821, $13,462, and $14,135 after 6, 18, and 30 months, respectively.
