Job Description

You will support PSE's work to build a clean energy future. PSE's Customer Energy Management group is a major contributor to this goal by empowering customers to make informed energy choices with a cohesive set of financial incentives, technical assistance and education, and participation opportunities.



You will be responsible for implementing multiple programs within PSE's Decarbonization Portfolio, which focuses on low-income single-family and multifamily customers, small businesses, and commercial and industrial clients. This position is expected to manage external partnerships that deliver electrification upgrades including heat pumps, heat pump water heaters, and prerequisite upgrades such as electrical work. Additionally, you will oversee grant program deployment, monitoring, and oversight for single-family, multifamily, and commercial customers. This position may also include management of residential rebate programs and the development of other electrification programs and efforts to scale the Portfolio.



You will also manage program integration with PSE's other customer offerings, including energy efficiency, demand response, and bill discount rate enrollment, to deliver comprehensive benefits to customers.



The Program Manager will participate in all relevant program planning exercises including (but not limited to) goal setting, budget planning, regulatory filings (plans, funding requests, and reports), presentations to PSE leadership, internal, and external parties, supporting program evaluations, and business case development. This person identifies and implements opportunities for continuous improvement to better serve our customers through innovative program design and implementation. In addition, they enable our program marketing and outreach campaigns that generate successful customer participation.

Job Responsibilities

  • Manages sizable customer-facing program(s) with complex scope and substantial budget.
  • Develops and manages all aspects of program related activities including goal and target setting, budget planning, program direction, and customer service and complaint resolution.
  • Monitors program progress to ensure achievement of annual targets within budget while minimizing monthly variances through accurate forecasting.
  • Drives program planning activities including strategic program direction and implementation as well as business case development.
  • Conducts market research, critically analyzes data sources, and incorporates best practices into program design.
  • Develop strategic concepts and consistently pursues innovation.
  • Manages third party vendor relationships including scope and contract management, budget negotiation, and vendor performance against key performance indicators.
  • Develops, manages, and fosters positive relationships with trade professionals and internal/external stakeholders.
  • Evaluates customer issues, proposes solutions, and manages customer expectations while providing excellent customer service.
  • Managing the successful implementation of marketing and outreach strategies with both internal and external stakeholders.
  • Works with internal teams to orchestrate consistent and cohesive operations of programs
  • Diligently executes detailed high profile assignments in a dynamic and fast paced environment.
  • Provides training and development of team members, as needed, to support program objectives.
  • Presents program findings and learnings at industry conferences and internal/external working groups.
  • Performs other duties as assigned.

Minimum Qualifications

  • 5 years of experience in a program coordination and/or management
  • Demonstrated experience managing a project or portfolio of projects including scope, budget, forecasting, dependencies, schedule, and risks
  • Excellent communication skills including verbal, written, and presentation
  • Computer skills and aptitude, advanced-level knowledge of MS Word, Outlook, Excel and PowerPoint
  • Ability to bring together various resources to work collaboratively and identify integration opportunities
  • Demonstrated ability to analyze and provide solutions to complex problems
  • Experience coordinating and managing relationships with outside vendors
  • Demonstrated experience creating and implementing quality control processes
  • Experience with trade organizations and/or community outreach
  • Excellent customer service skills
  • Knowledgeable in accounting, finance, and/or mathematics principles
  • Exceptional attention to detail

Desired Qualifications

Industry & Technical Expertise:



  • Experience working in the utility industry; HVAC or electrification experience preferred
  • Industry knowledge such as demand side management, distributed energy resources, or customer utility program experience and regulatory considerations
  • Experience in fast-paced, evolving regulatory environments
  • Technical experience or industry certifications such as BPI, CEM, LEED, or PMP

  • Knowledge of environmental justice and equity considerations in program design
  • Intrinsic desire to drive program innovation and take initiative
  • Detail-oriented and proven ability to develop creative and thoughtful solutions


Data & Communication Skills:



  • Experience analyzing data and effectively communicating results to drive stakeholder buy-in and strategic decisions
  • Ability to translate technical concepts for diverse audiences


Stakeholder & Relationship Management:



  • Background in public engagement or community outreach
  • Experience managing multi-stakeholder initiatives
  • Cross-functional collaboration skills
  • Experience with contract management and negotiation


Work Style & Collaboration:



  • Ability to work both independently and collaboratively as part of a team
  • Strong organizational and time management skills with ability to handle multiple projects simultaneously

The pay range for this position is$94,300.00-$156,900.00, and this position is eligible for annual goals based incentive bonuses.
