HR MANAGER 2 Department of Military Administrative Services Nashville, TN Salary: $7,458 monthly Closing Date: 03/09/2026

This position can work 25% remotely from home after completing 6 months of training.

Who we are and what we do:

The Tennessee Military Department is seeking qualified candidates for the position of Human Resources Manager 2. This role serves as a key member of the HR leadership team, assisting the Human Resources Director in the oversight and execution of comprehensive HR operations supporting the Administrative Services Division, Army National Guard, Air National Guard, and the Tennessee Emergency Management Agency (TEMA). The Human Resources Manager 2 provides direct supervision to professional HR staff and plays an integral role in workforce planning, policy implementation, employee relations, and strategic HR initiatives. This position functions in a senior leadership capacity and may act on behalf of the HR Director as needed.

Qualified candidates should possess strong leadership, organizational, and communication skills, along with demonstrated experience in human resources management and supervision.

Key Responsibilities:

  • Assist the Human Resources Director in planning, directing, and evaluating comprehensive HR operations for the Tennessee Military Department.
  • Coordinate and oversee the departments hiring processes, including Preferred Service and Executive Service requisitions and appointments.
  • Provide guidance to hiring managers on recruitment strategies, classification, compensation, and selection processes to ensure compliance with State of Tennessee policies and procedures.
  • Administer and coordinate special leave programs, including Family and Medical Leave Act (FMLA), Paid Parental Leave, Paid Family Leave, and other statutory leave programs.
  • Assign, train, supervise, mentor, and evaluate professional HR staff, promoting accountability, professional development, and high performance.
  • Review and make recommendations regarding personnel actions, including employment, promotion, demotion, transfer, retention, disciplinary actions, and salary adjustments.
  • Interpret, implement, and enforce interdepartmental policies and procedures; assist in the development and coordination of policies and departmental HR methods.
  • Oversee hiring processes and personnel updates related to State Active Duty (SAD), Emergency State Active Duty (ESAD), and the TRICARE Medical Reimbursement Program for the Military Department.
  • Assist the HR Director on employee relations matters, workplace investigations, conflict resolution, and corrective action processes.
  • Primary Benefits Coordinator for the department
  • Ensure compliance with federal and state employment laws, rules, regulations, and audit requirements.
  • Analyze HR metrics and workforce data to support strategic decision-making and organizational planning.
  • Assist in budget planning and monitoring for HR-related expenditures, including purchase requests and position management.
  • Support organizational change initiatives, succession planning, and workforce development strategies.
  • Represent the HR Director and the department in meetings with state agencies, auditors, and external stakeholders as assigned.

Minimum Qualifications:

Bachelor's degree and five years of experience in Human Resources or related field.

Preferred qualifications: At least three years HR experience with the State of Tennessee
