PeopleTec is currently seeking a Program / Financial Analyst to support our Huntsville, AL location. PeopleTec is currently seeking a Program / Financial Analyst to support the Portfolio Acquisition Executive (PAE) Fires in Huntsville, AL. The Financial Analyst provides comprehensive budget and fiscal oversight in support of Army acquisition programs across the Planning, Programming, Budgeting, and Execution (PPBE) lifecycle. This role supports budget formulation, funds control, execution analysis, and financial reporting across multiple appropriations and funding types. The Financial Analyst ensures fiscal accountability, regulatory compliance, and alignment between financial execution and program objectives. The position operates within a fast-paced Army acquisition environment and requires strong analytical skills, disciplined financial management practices, and the ability to coordinate across program, contracting, and higher headquarters stakeholders. Duties:
Support development of Program Objective Memorandum (POM), Budget Estimate Submission (BES), and President's Budget (PB) inputs.
- Prepare and maintain spend plans, obligation plans, and long-range funding forecasts.
- Analyze funded and unfunded requirements and assist in preparing justification materials for higher headquarters and congressional data calls.
- Provide financial input for Program Management Reviews (PMRs), funding drills, and portfolio assessments.
- Monitor and track commitments, obligations, expenditures, and disbursements across multiple appropriations (e.g., RDT&E, O&M, Procurement, reimbursable, and FMS funding).
- Execute funding actions including PRs, MIPRs, Direct Charge (DC) transactions, and other obligation documents.
- Utilize General Fund Enterprise Business System (GFEBS) to review financial documents, manage Lines of Accounting (LOAs), Work Breakdown Structures (WBS), and validate execution accuracy.
- Support Commitment and Cost Accounting Reporting (CCaR) processes, including reconciliation of CCaR and GFEBS data.
- Maintain execution oversight within the Program Management Resource Tool (PMRT) and related financial dashboards.
- Conduct reconciliation activities to identify and resolve Negative Unliquidated Obligations (NULOs), Unliquidated Obligations (ULOs), and other execution discrepancies.
- Facilitate fiscal year-end close to ensure timely and compliant obligation of expiring funds.
- Perform detailed financial analysis to identify execution trends, burn rates, funding shortfalls, and risks.
- Develop and present financial reports, briefings, and dashboards to program leadership.
- Provide analysis supporting reprogramming actions, Reclamas, and funding adjustments.
- Support audits, internal controls, and Risk Management and Internal Control (RMIC) activities as required.
- Recommend process improvements to enhance fiscal discipline, reporting accuracy, and execution efficiency.
- Coordinate with program managers, CORs, contracting officers, and higher headquarters on funding status and requirements.
Qualifications
Required Skills/Experience:
- Minimum of 10 years of relevant experience in financial management, budget analysis, or fiscal oversight within DoD acquisition environments.
- Experience supporting PPBE processes and budget formulation activities.
- Demonstrated experience managing multi-appropriation funds and monitoring execution.
- Experience using General Fund Enterprise Business System (GFEBS).
- Experience supporting Commitment and Cost Accounting Reporting (CCaR) processes.
- Familiarity with Program Management Resource Tool (PMRT) or similar acquisition financial tracking systems.
- Knowledge of appropriations law, fiscal controls, and DoD Financial Management Regulation (FMR).
- Strong analytical, organizational, and communication skills.
- Proficiency in Microsoft Excel (including advanced functions for data analysis and reporting).
- Must have a current driver's license.
- Travel: 10%
- Must be a U.S. Citizen
- Active U.S. DoD Secret clearance is required to perform this work. Candidates are required to have a Secret clearance upon hire, and the ability to maintain this clearance level during employment.
Education Requirements:
- Bachelor's degree in Finance, Accounting, Business Administration, or a related field.
- Master's degree preferred.
Desired Skills:
- 10+ years of relevant experience in financial management, budget analysis, or related roles within the DoD.
- Certification in financial management or related areas (e.g., Certified Defense Financial Manager (CDFM), DoD Financial Management Certification).
- Familiarity with rapid acquisition or prototyping programs and their unique financial requirements.
- Ability to provide guidance and informal mentoring to junior analysts, as required.
- Ability to identify and implement innovative solutions to improve financial processes and program outcomes.
- Experience using data visualization and advanced analytics tools.
