The expected hiring range for this position is:

$156,600.00-$206,000.00.

The pay offered to a selected candidate will be determined based on factors such the scope and responsibilities of the position, qualifications of the selected candidate, business considerations, internal equity, and external market pay for comparable jobs.

About the Role:
Fermilab's Finance & Procurement Division seeks a Deputy Chief Procurement Officer (DCPO). The Deputy CPO provides strategic direction and leadership to establish consistent applications of federal and commercial acquisition practices in accordance with established Fermilab procurement policies and procedures, contract law, commercial practice and applicable federal procurement regulations. This individual will develop & direct department goals and objectives that support both long- & short-term laboratory objectives and meets the Department of Energy (DOE) Performance Evaluation Management Plans goals and Balanced Scorecard Objectives. The Deputy CPO builds highly effective & engaging relationships internally and externally specifically with DOE. This role will develop capabilities of the procurement staff and ensure strong leadership of the individual work units within the organization.

What your day-to-day as a Deputy Chief Procurement Officer (DCPO) at Fermilab will look like:

  • Establishes consistent application of federal and commercial acquisition practices lab wide to assure quality of procurement packages and compliance with prescribed practices.
  • Develops overall strategies for Acquisition, formulating operating plans, performance metrics across the organization and long-range planning for execution to support the needs to the lab.
  • Develops and directs department goals and objectives that support both long and short term Lab objectives and meets DOE Performance Evaluation Management Plan goals and Balanced Scorecard Objectives.
  • Leads specific projects or programs as assigned or need identified; represents the Section and/or the laboratory on various procurement matters, e.g. committees, work groups, external committees, etc.
  • Builds highly effective and engaging relationships internally and externally to include with DOE to assure expectations and performance measures are aligned.
  • Assures key stakeholders are engaged by executing a consistent strategic communication plan early in the process.
  • Develops capabilities of the procurement staff and ensure strong leadership within the organization.
  • Develops programs and training that provide internal Laboratory customers with strategic options around the acquisition lifecycle and employs best practices and tools.
  • Identifies and exploits strategic sourcing opportunities across the lab, the complex and with member organizations to include vendor partnerships.
  • Interacts with and advises Laboratory management on matters to ensure that policies and actions conform to related goals of the Laboratory, federal/state laws and regulations, Department of Energy Orders, and the prime contract.
  • May provide people supervision or leadership of a team including hiring, promotions, performance reviews, training, disciplinary actions, team exits, and other duties as assigned.
  • Performs other duties as assigned by supervisor.
  • Abides by and is responsible for performing all duties in accordance with all environmental, health and safety regulations and practices pertinent to this position.

Essential Competencies and Attributes for Success:

  • Bachelor's degree with a discipline in Business, Finance, or Economics and 10+ years of experience or equivalent; master's degree preferred.
  • 5+ years of management experience in business and/or financial operations.

Applicable Knowledge, Skills and Abilities Required:

  • Proficiency with procurement in a Federal Acquisition Regulations (FAR) based environment is preferred. Proven ability to manage a large complex portfolio and driver of significant organizational change.
  • Ability to draw on experience contributions to gain the confidence of Federal agencies. Proven ability to drive and measure performance through metrics.
  • Demonstrated ability to interact with Accounts Payable to ensure efficiency from procurement to payment. Senior level management experience and effective communication skills.
  • Professional certification, such as Certified Procurement Manager (CPM), Certified Federal Contracts Manager (CFCM), Certified Professional Contracts Manager (CPCM) are a plus but not required.

  • Onsite: This is an onsite role, and the candidate must be able to work from our Batavia office.
