HDR is seeking an accomplished, forwardthinking transportation professional to serve as the Professional Services Leader (PSL) for the Washington Transportation Business Group (TBG). Professional Services at HDR advances technical capability, promotes a strong culture of quality and drives continuous improvement. This role is well suited for a leader who excels at integrating technical excellence, people development and operational performance to build highperforming teams and deliver strong outcomes for clients and communities.

As the Washington Transportation PSL, you report to the Washington Transportation Business Group Manager (BGM) and work in partnership to lead the operations of the TBG across all Washington offices. The PSL role emphasizes developing engaged, wellsupported teams with strong technical depth; achieving utilization, staffing, quality delivery; strengthening technical practices that support growth; and overseeing excellence in project delivery, and risk management. You will serve as supervisor for Transportation Business Class Leads, who lead technical delivery for Highways, Roadways, Bridges and Structures, O&M Facilities, Railway Design, Transportation Planning, Traffic Engineering, Transit Engineering, Strategic Communications, Right of Way, and Construction Services.

Through this role, the PSL influences outcomes across the full project lifecycle, from talent development and resource planning to quality project delivery. As such, collaboration is central to the role, including close coordination with HDR's Transportation Professional Services Director, Washington's Transportation Business Development Leader (BDL), and leaders across HDR's Water, Resources, Architecture and Building Engineering Systems business groups.

Across all Washington offices, the PSL will:

  • Be responsible to the Business Group Manager to develop, coordinate, monitor and improve technical competencies of Business Group staff to meet client needs and market drivers.
  • Assist with daily operations, such as project oversight, management reviews, financials and driving profitability at the project level.
  • Lead and monitor development and training of area staff in technical and business competencies.
  • Work with market sector leads on workload projections and coordinating workload sharing with other Business Groups or Areas.
  • Lead quality assurance efforts to implement QA/QC Program activities striving for continuous improvement.
  • Monitor project QC Review activities including assignment of experienced and qualified reviewers.
  • Lead and monitor activities for continuous improvement including development and use of technical standards, procedures, best practices and lessons learned.
  • Lead and participate in project reviews and support project teams with management of claims and losses. Participate in 0% reviews and project reviews.
  • Review hiring needs, requisitions and offers as delegated by Business Group Manager.
  • Participate in key pursuit teaming, staffing discussion and fee development.
  • Partner with Market Sector Leaders and Project Delivery Leader.
  • Oversee technical and digital delivery evolution, in collaboration with subject matter experts.
  • Work with Business Group Manager to streamline and coordinate business processes consistent with Area, corporate policy and MOA.
  • Oversee and ensure implementation of quality, standards, and best practices.
  • Collaborate with Area operations, market sectors, business classes, and delivery leaders.
  • Foster a culture of technical excellence, inclusion, accountability and continuous improvement within TBG
  • Strengthen technical capability and leadership readiness to consistently deliver highquality projects
  • Mentor staff at all career levels and develop structured technical learning paths that support retention and professional growth in the TBG
  • Support and advance the peoplemanagement and delivery leadership skills of Transportation Business Class Leads and supervisors within their teams
  • Champion recruiting and workforce planning in partnership with the BGM, BDL and Market Sector Leads to align talent with strategic growth and client needs
  • Achieve utilization, staffing and project profitability goals through proactive resource planning and datadriven decision making
  • Lead staff coordination and resource planning efforts, including championing use of HDR's staffing tool, workload balancing and worksharing across offices and business groups
  • Align staffing strategies with project delivery schedules and business performance metrics
  • Verify work is planned, executed and evaluated in accordance with HDR's Matrix of Authority (MOA), Project Management System and company policies
  • Direct implementation of the Quality Management System (QMS), applying industryleading standards and best practices as well as nurturing a strong quality culture. Monitor project QC Review activities including assignment of experienced and qualified reviewers.
  • Conduct project and technical reviews focused on staffing, scheduling, leadership, risk management and quality outcomes
  • Partner with HDR's Transportation Professional Services Director on technical, digital delivery and quality initiatives that enhance consistency and modernize delivery
  • Support adoption of evolving delivery models, digital tools and datainformed practices to improve efficiency, collaboration and client value
  • Review and approve fee proposals as delegated by Business Group Manager.
  • Serve as a champion for BGX opportunities.
  • Collaborate on technical delivery and business development efforts, including supporting crossbusiness group opportunities with Water, Resources, Architecture and Building Engineering Systems teams
  • Serve in project delivery roles, such as Project Manager, Design Manager, Principal in Charge, or Technical Lead
  • Other duties as assigned.

Preferred Qualifications

  • Prior transportation engineering and management consulting experience preferred
  • At least 7 years project management experience
Required Qualifications
  • Bachelor's degree in a Professional, Architecture, Engineering or closely related field.
  • A minimum of 10 years' experience.
  • Maintains a professional or engineering registration and has related technical experience.
  • Demonstrated experience with leading diverse teams. Committed to quality, improvement and HDR values.
  • Actively engaged in professional or industry associations to enhance HDR technical expertise and brand.
  • Ability to work cooperatively with regional and local office managers, other area business group directors, technical directors and marketing managers.
  • An attitude and commitment to being an active participant of our employee-owned culture is a must.

The expected compensation range for this position depends upon skills, experience, education and geographical location. (Stated benefits are for full-time regular positions.
