Overview

TRC is seeking an experienced power utility field leader and/or former journeyman lineman to oversee our field inspection and safety compliance programs in TRC's western United States footprint. This role combines operational oversight, workforce leadership, and client relationship management - ensuring TRC delivers industry-leading safety, quality, and performance in support of our client's initiatives.

The selected candidate will serve as TRC's point of contact with clients and managing all aspects of workforce deployment and management, client coordination and relationships, and union relations when required.

This individual must be capable of balancing field-level leadership with strategic workforce management - ensuring TRC's non-union and union workforce and subcontractors perform work safely, efficiently, and in full alignment with client's policies, procedures, and culture.

Education and Experience - A Bachelor of Science degree in Electrical Engineering or Civil Engineering, from an accredited school or University with 5+ years of related work experience is preferred. Equivalent experience and education may include US Army Prime Power or US Navy Nuclear School Training with 5+ years of related experience.


Responsibilities

Program Leadership & Operations Oversight

* Serve as TRC's on-the-ground operational lead for multiple client support programs (Distribution Line Inspection, Field Safety Compliance, and Transmission/Distribution construction management opportunities).

* Manage day-to-day operations for non-union and union field resources and program inspectors - with scalability to expand as clients ramp up activity.

* Coordinate resource planning, training and qualifications, dispatching, and scheduling to meet client workload demands.

* Provide clear direction and leadership to ensure consistent execution, documentation, and reporting across all active programs.

Safety, Quality & Compliance

* Champion TRC's safety culture - ensuring all field activities meet or exceed TRC, and client safety expectations.

* Oversee a team of Construction Management Field personnel responsible for observing, inspecting, and documenting clients field activities for compliance with written procedures and safe work practices.

* Ensure all field personnel are properly trained and authorized (including completion of client's training program if required).

* Empower field personnel with authority to stop work when unsafe conditions are identified and ensure prompt resolution and corrective action.

* Review daily reports, identify trends, and work with client and TRC leadership to address recurring safety or process concerns.

* Maintain field presence to reinforce safe work habits and compliance with client's standards.

Workforce & Client Relations

* Build and maintain strong working relationships with client's field leadership and safety teams.

* Serve as the face of TRC-modeling professionalism, responsiveness, and accountability in all client and union interactions.

* Act as TRC's primary liaison with IBEW personnel, maintaining a productive, respectful, and collaborative relationship while ensuring TRC's compliance with union expectations.

* Work closely with recruiters and Local IBEW to identify, vet, and source qualified electrical resources to meet program staffing requirements.

Leadership & Reporting

* Provide regular updates on workforce utilization, safety metrics, performance trends, and client feedback.

* Support internal process development and continuous improvement initiatives within TRC's Power Delivery Testing and Construction division.

* Mentor field leads and emerging supervisors to promote leadership development and a culture of ownership.


Qualifications

* Journeyman Lineman (practicing or retired) with at least 5 years of field experience in overhead distribution and/or transmission work. Equivalent experience and education may include US Army Prime Power or US Navy Nuclear School Training with 5+ years of related experience.

* Prior power utility experience strongly preferred, knowledge of electrical safety programs, procedures, and work methods highly desirable.

* Familiarity and comfort working with union labor as a non-union leader.

* Proven leadership and communication skills with the ability to manage diverse field teams and interface effectively with client personnel.

* Demonstrated success managing workforce operations, resource planning, and field compliance programs.

* Must travel as necessary to client's facilities to engage with client and observing field personnel performance on sites.

* Valid driver's license and ability to travel regionally.

Preferred Attributes

* Experience managing safety observation, quality assurance, or inspection programs for utilities or contractors.

* Hands-on leadership style - strong field presence and credibility with linemen, substation personnel and field personnel.

* Demonstrated commitment to safety-first decision making and client partnership.

* Strong written and verbal communication skills, including report review and trend analysis.

Compensation: In accordance with local law, the below salary range is applicable for the job and location associated with this requisition. Compensation will vary based upon experience, education, skill level, geographical location, and other compensable factors.

Other Compensation:Employee may be eligible for participation in the Company's annual Discretionary Bonus Program which is contingent on Company, Business Segment, and Individual performance against Key Performance Indicators which vary by year and employee.
