Overview

Beyond New Horizons, LLC (BNH) has an exciting opportunity for an O & M Specialist, supporting TOS II, at Arnold AFB Tennessee. The successful candidate will be working as a member of an integrated team responsible for supporting the United States Air Force Test Operations and Sustainment efforts.

Job Summary

The successful candidate will support Operations and Maintenance assigned Manufacturing work activities and coordinate with multiple departments or groups with Operations and Maintenance and Project Management functions to include but not limited to detailed planning of FY budgets.

Job Duties:

    Responsible for performing Davis-Bacon Analysis
    • Reviews all work orders created in AEDC CMMS to determine if work should be classified as Davis-Bacon
    • Conducts Field visits to verify and understand different types of Davis-Bacon work for all craft crews across AEDC
    • Run reports for NAS Contracts and Air Force to help with Davis-Bacon audits
    • Conducts monthly Davis-Bacon Committee Meetings
  • Works with O&M Functional Manager, O&M Support Manager, O&M Superintendents Manager, and multiple Execution Management Teams in identifying and developing O&M metrics needed for understanding effectiveness and efficiency of various O&M approaches and processes.
  • Supports O&M Functional Manager with facilitating O&M Craft resource agility
    • Maintains overall summary of O&M Craft resource needs and agility
      • Incorporates all other areas' Craft resource needs and availability into AEDC-wide view
      • Work with Work Control Supervisors and O&M Support Manager to ensure up-to-date understanding of O&M Craft resource needs and availability
  • Assist O & M Functional Manager with staffing requirements for those resource categories under O&M
    • Monitor job postings
    • Prepare documents for review
    • Schedule interviews
  • Assess developmental and training needs & requirements for Craft, Supervision and Work Control professionals
    • Regulatory training requirements (safety, environmental, AF, etc.)
    • Specialized Craft skills needs & Qualification requirements
    • Other developmental needs (CMMS & office/business software usage, leadership development, etc.)
  • Backup support for Tool Control Program, O&M Data Analysis, and O&M Database Administration
    • Includes performing the role when primary is out of office
    • Provides surge support for Tool Control program, especially in the conduct of the O&M Toolbox audits, and the tracking and response to the audit findings.
    • Provides input on new or improved metrics that might be needed.
    • Provides surge report for data analysis
    • Provides input to develop needed tools for work planners or craft supervisors.
  • Alternate Building Manager
    • Manages the maintenance required to keep the building operable
    • Submits Work Request for building, safety and other issues
    • Performs monthly inspections (i.e., Fire Extinguishers, Facility walk around)
    • Master Work Permit Issuing Official for building
    • Other Building Manager-related duties
  • It is a condition of employment to wear company issued Personal Protective Equipment (PPE) in accordance with supervisory direction and company policy
  • Perform other related duties as required

Basic Qualifications:

  • Bachelor's degree with one to three years of progressive and relevant experience or any equivalent combination of education and progressive and relevant experience totaling five to seven years
  • Must be able to obtain and maintain security clearance and the AEDC local area network
  • Current U. S. Citizenship required

Preferred Qualifications

  • Ability to work self-directed with limited daily oversight in performance of O&M Specialist duties, including working towards specific objectives as requested
  • Ability to work in a team environment and communicate clearly and effectively (verbally and written) with O&M Function personnel, TOS Contract Management and the AF
  • Ability to anticipate, deal with, and adjust to changing priorities and multiple groups setting priorities
  • Demonstrated proficiency with PC systems and office software applications, including Email, Microsoft Word, Microsoft Excel, Microsoft Access, etc.
  • Ability to learn AEDC CMMS (as demonstrated by working with various O&M related software packages)
  • Must have the necessary people skills and attitude to fully embrace and support the Company position on Safety
  • Experience working with AEDC CMMS totaling two (2) years with demonstrated knowledge of AEDC CMMS (esp. regarding Work Requests, Work Orders, and Ordering Materials)
  • Familiarity with procurement and work management (planning, scheduling, work prioritization, etc.) processes
  • Experience with continuous improvement projects
