Overview

Summary:

Reviews Requests for Proposals (RFPs) and acts as senior level authority to identify and assist the proposal team in developing staffing solutions and pricing strategies. Works with internal organizations to determine anticipated labor, material requirements, equipment costs, and possible bid strategies. Analyzes estimates against previous cost experience and recommends adjustments. May participate in negotiation of contract pricing, engineering changes, and price resubmissions. Writes the supporting cost narrative and manages the cost volume during price proposal efforts.

Essential Duties and Responsibilities

* Responsible for the preparation of cost and/or pricing spreadsheets and data to support proposals and contract modifications.
* Develops and compiles information from functional elements and ensures that the cost estimates are within the proposed work scope.
* Analyzes estimates of service, material, equipment, and production costs.
* Analyzes answers to RFP / Proposal questions.
* Participates in proposal reviews with management.
* Determines and develops spreadsheet models and templates for a variety of price proposal efforts that include: Fixed Price, Cost Reimbursable, Time and Material, Time & Labor, and Hybrid type proposal efforts.
* Coordinates and leads the activities involved in the development and revision of cost and/or pricing proposals.
* Ensures compliance with government/customer specifications, company policies, and cost estimating procedures.
* Conducts and participates in proposal management reviews.
* Prepares and completes supporting cost proposal narratives, including coordinating reviews and ensuring compliance with RFP instructions.
* May assist Corporate Accounting in supporting DCAA and DCMA price audit efforts.
* May support Corporate Accounting and Corporate Contracting in the development of pricing pools or in support of forward pricing rate packages.
* Maintains and updates the cost proposal cost binder information.
* Prepares and disseminates information throughout the company regarding contract status, compliance, modification, deviation, negotiation, and termination.
* Demonstrates proficiency with Microsoft applications, especially with spreadsheets.
* Advanced knowledge of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFAR), and related federal and state legislation regulations.
* Attends to details and handles multiple tasks independently.
* Excellent mathematical skills.
* Other duties as assigned.

Experience, Education, and Licensure:

Required:

* Bachelor's degree in business, finance, mathematics, or Multidisciplinary Studies.
* Minimum 4 years of experience directly related to Government Contracting.
* Must be experienced in FAR and DFAR requirements.
* Strong computer skills in Word.
* Strong in Excel and have a good understanding of other database software tools.

Skills, Knowledge, and Abilities

* Ideal candidate will have experience with SCA, Davis-Bacon Act, Unions (CBAs).
* Experience in pricing contracts in the US and Overseas.
* Experience in pricing both as a Prime contractor and Subcontractor.
* Experience in detailed and complex pricing for US Government Services proposals in at least two of the following disciplines:
o Program Management and IT Services
o Base Operations Support (BOS/BOSS)
o Administrative Services
