State Department Federal Credit Union is seeking a strategic and hands-on Assistant Manager of Payment Strategy to support the daily leadership and execution of our Payment Strategy Department. This role serves as a key operational partner, ensuring seamless oversight of credit and debit card programs, fraud prevention initiatives, ATM/ITM processing, and department reporting.

The Assistant Manager acts as a subject matter expert and escalation point, helping drive operational excellence, regulatory compliance, and continuous improvement across payment systems and vendor relationships.

Essential Duties and Responsibilities:



  • Performs duties of the Manager of Payment Strategy in their absence and is an expert on all card type function(s) system(s) parameters, vendor documentation and regulatory responsibilities.
  • Coordinates and monitors the training of credit/debit card and ATM/ITM processing programs for new and existing SDFCU employees, coordinating the training of new system(s) functions, enhancements and Marketing promotions, regulations, and inter-department cross training.
  • Primary point of contact for escalation for Card Strategists I, II, Fraud Analyst and ATM/ITM Analyst.
  • Works closely with Card Strategists, Fraud and ATM/ITM Analyst to minimize losses and ensure regulatory compliance regulations are followed.
  • Responsible for external vendor relationships and acts as a liaison between all vendors including but not limited to federal regulatory requirements, Visa regulations, Vendor documentation for PSCU, FDR, CO-OP, NCR, VISA, and SDFCU departments.
  • Secondary point of contact for other SDFCU departments on credit/debit card and ATM/ITM functions and inquiries.
  • Internal expert utilizing reporting systems such as DataVue, ReportVue and PerformanceVue, STAR, Epysis, etc.
  • Keeps Manager of Card Strategy informed of all matters within the department on personnel and work status through productivity reports, weekly meetings and meetings scheduled on an as needed basis. Provides input for the following but not limited to performance appraisals, hiring decisions, and corrective action.
  • Ensures department is meeting set department/credit union standards and quality benchmarks as established by credit union management.
  • Responsible for a point of escalation in assisting answers to member inquiries/account maintenance via telephone, mail, email, work tickets, etc. Such as lost/stolen reports, dispute processing, rewards, regulatory, research, etc.


Qualifications

Required Skills and Competencies:

1. Ability to perform the duties of the Manager of Payment Strategy in their absence and is an expert on all card type function(s) and system(s) parameters, vendor documentation and regulatory responsibilities.

2. Three to five years supervisory and relevant work experience in Credit/Debit card and ATM/ITM operations and card product development/analysis preferable with SDFCU or equivalent required.

3. Ability to analysis data and make appropriate decisions.

4. Two year degree or equivalent work-related experience or a combination of education and experience that provides the necessary skills and knowledge to satisfactorily perform the essential job functions.

5. In-depth knowledge of lending terms and understanding of electronic forms of payment to include credit/debit cards and ATM/ITM's.

7. Excellent oral and written communication skills.

8. Ability to enforce deadlines and work under pressure and perform multiple tasks with minimum supervision.
