Job Summary

#CA-DS

The Administrative Officer 3 serves as a department liaison to Human Resources Departments (Employee & Labor Relations, Recruitment, Compensation, Disability Management Services, Benefits, Leave of Absence, and other departments as needed) as well as to managers, supervisors, and staff on a wide array of complex and multi-dimensional staffing matters. With accountability to VP/Chief Pharmacy Officer and HR Administrator, Pharmacy Operations, the position exercises initiative and sound judgment to identify potential issues of concern and recommends and follows-up on solutions to achieve desired outcomes while partnering with management and staff to maximize departmental personnel processes between the department/division and Human Resources. Demonstrates good judgement in selecting methods and techniques for obtaining solutions. May lead or train staff as needed.

  • Bachelor's degree in Business Administration, Human Resources or related area, or equivalent experience or training
  • Five (5) years of progressive Human Resources experience
  • Excellent organizational skills to set and meet priorities
  • Ability to provide guidance and coaching to hiring managers regarding the hiring process
  • Ability to manage high volume workload with competing and changing priorities
  • Knowledge of State and Federal employment laws as it relates to the hiring process
  • Ability to prioritize and organize work, clearly communicating status to stakeholders and achieving deadlines
  • Intermediate to advanced Excel skills, including formatting, Vlookups, IFs, Sumifs, and Pivot Tables
  • Knowledge of basic principles of Human Resources, including recruitment and onboarding
  • Knowledge of HR policies, procedures, and compliance requirements
  • Ability to maintain confidentiality and data protection standards
  • Ability to serve as a liaison between employees, managers, and HR
  • Ability to handle sensitive or confidential information with discretion
  • Ability to follow HR procedures accurately and consistently
  • Ability to build rapport and maintain professional relationships
  • Ability to multitask and prioritize administrative HR tasks

Preferred Qualifications

  • Experience in HR support and coordination roles
  • Experience in supporting recruitment, onboarding, and HR administrative processes
  • Demonstrated ability to evaluate conditions of task assignments and make recommendations to improve, revise, and/or clarify current systems, procedures, and policies etc. to promote increased efficiency in assignment and department operations
  • Ability to foresee problems and develop ways of solving them with the least negative impact on the department; demonstrated ability to act independently and proactively
  • Demonstrated ability to weigh all available information to arrive at a logical conclusion, displaying a readiness to make decisions
  • Ability to handle multiple tasks simultaneously and complete projects on time
  • Ability to work under heavy pressure and produce accurate, detailed work
  • Capability to prepare and maintain fully documented project files which reflect a thorough knowledge of established policies and procedures to meet University requirements

The Department of Pharmacy is a dynamic, integral, and critical part of patient care provided by UC Davis Health. As a department of greater than 600 professional, technical, and administrative support personnel, we focus on providing patient-centered medication management that optimizes outcomes through practice, education, research, and leadership through the continuum of care. We also have the largest pharmacy residency program in the country with 46 total residents in 13 different programs.

The Department of Pharmacy offers comprehensive pharmaceutical services (unit dose, IV admixtures, clinical services, infusion pumps, and teaching) throughout the health system complex 24 hours a day, 7 days a week. The pharmacy services encompass inpatient pharmacy services as well as an expansive footprint in the ambulatory care space where we have clinical pharmacists embedded within our clinics and specialty care locations. Our operational teams support the health system enterprise with three inpatient pharmacies, five outpatient pharmacies, two infusion pharmacies, a home infusion service line, and the full complement of pharmacy purchasing, stores, and distribution.

Department Specific Job Scope

The Administrative Officer 3 reports directly to the Pharmacy HR Administrator to support all HR transactional actions from initial recruitment requests to internal and external hires onboarding. Ensures recruitment documentation is complete and compliant, maintains accurate recruitment records and files, updates HR systems with hiring data, and prepares basic recruitment metrics (time-to-hire, offer acceptance, source tracking).
