Description The Senior Paralegal, Research and Contracts Specialist, will support the Chief Legal Officer and the Chief Academic Officer in all stages of transactions related to research compliance, research agreements, innovation, research specific immigration needs, and intellectual property.

Bachelor's Degree Paralegal degree (Required)

5 years relevant experience. (Required)

Required Skills/Knowledge
Extensive and advanced knowledge of contract review issues as they arise in the area of biomedical research and innovation required.
This includes advanced knowledge relating to the: Review of basic contracts including research agreements, non-disclosure agreements, affiliation agreements, partnership agreements, licensing agreements and services agreements
Ability to review contractual terms and handle the revision of agreements from inception to execution with the supervision of attorneys
Work internally with the Legal Department and with other Children's National departments with regard to the management and administration of contracts and related documents.
Deep experience in research related immigration process and timelines.
A keen attention to detail is required as well as an ability to juggle multiple projects.
The person in this role also must have the ability to handle extremely sensitive, confidential matters and exercise sound discretion and judgment.
All candidates must have excellent organizational skills, a superior attention to detail, and the ability to independently prioritize multiple tasks and deadlines in a fast paced environment.
Also, excellent verbal and written communication skills are essential.
Operational experience managing contract databases.
Knowledge of administrative processes and organization related to patents and patent filings.
General knowledge of contracts, regulatory law, corporate law, nonprofits, finance, research compliance and other areas relevant to an academic medical center.
Experience at a University or Academic Medical Center or within a pharmaceutical, medical device, or biotechnology company.

Functional Accountabilities
Research and Innovation Contract Support

  • Within designated parameters by the Chief Legal Officer, provide legal advice and counsel on contract and corporate matters with an emphasis on research and innovation contracts and transactions, including but not limited to, clinical trial agreements and license agreements.
  • Serve as part of a cohort of paralegals who review contracts on behalf of the organization.

General Counsel Support

  • Support all systems, policies and practices that effectively optimize outcomes, minimize risk and eliminate preventable waste in relation to Research and Innovation at Children's National.
  • Support in all research related immigration requests and processes, insuring prompt responses, timely submissions, diligence, excellent customer service, and consistent updates and follow through with directives from the CLO.
  • Support the Chief Legal Officer and the Chief Academic Officer in contract issues as needed especially in matters related to research and innovation, technology agreements, and related documents.
  • Support the Chief Legal Officer and the Chief Academic Officer in all interactions with Children's National Office of Grants & Contracts/Research Administration.
  • In all responsibilities noted herein, will appropriately seek advice, direction, and approval from the Chief Legal Officer within the Children's National Office of General Counsel.
  • In all responsibilities noted herein, will follow all policy and procedure of Children's National, will help ensure that other Children's National faculty and staff follow such policy and procedure, and will strive to maintain the highest standards of integrity, organization, responsiveness, courtesy, and professional skill in alignment with the vision, mission, and goals of Children's National.

Administrative Support

  • Provide support to Chief Legal Officer and the Chief Academic Officer in relation to administrative support and coordination and arrangement of teleconferences, meetings, databases, office processes and other administrative tasks as requested or established by the foregoing persons.
  • Participate in regular Chief Legal Officer and the Chief Academic Officer responsibilities including but not limited to offering advice, taking phone calls from our customers with questions, supporting the resolution of legal or risk issues(especially those having a real-time impact on operations or safety) and taking regular on-call responsibilities as they may apply.

Research Compliance Support

  • Drive a culture that prioritizes compliance with the law, ethical business practices, robust reporting and shared learning around best corporate and contract practices.
  • Support and ensure compliance with related regulations or expectations, including but not limited to the regulations administered by the U.S. Health and Human Services divisions such as the Office for Human Research Protection (OHRP), the Food and Drug Administration (FDA) and the corresponding Children's National offices of the Office for the Protection of Human Subjects (OPHS) /IRB and Office of Grants and Contracts.

Contract Management-Research

  • Work with all electronic databases and systems related to management of grants and contracts, intellectual property, human subject research protection, and research compliance.
  • Promote and ensure the reliability of system-wide reporting systems in all corporate, compliance, and contract areas including but not limited to any kind of misconduct or violation of law or regulatory policy or practice, intentional or not, that might introduce risk.
  • Protect the organization through the disciplined use of the enterprise risk management process, including value enhancement focus into systems for making contract related decisions especially where there is significant upside/downside risk.
  • Use resources effectively as it relates to contract management. Implements systems that promote professional staff working at the top of their license and utilizes support staff to optimize performance.
  • Through effective contract and deal management, collaborates with and supports the research faculty, specifically in their creative connections and advancement of scholarly research, development and commercialization activities.
