Integral Analytics, a division of Willdan Group Inc., is seeking a Director of DSM Analytics & Potential is a dual-purpose leadership role responsible for orchestrating the technical delivery of Demand-Side Management (DSM) cost-effectiveness analysis while driving the strategic expansion of the firm's software portfolio and market footprint. This position serves as the primary architect for regulatory reconciliation support and program planning, while simultaneously leading the development of next-generation Market Potential Study (MPS) software. The Director will play a pivotal role in integrating these tools with the LoadSEER platform to provide utilities with a seamless, end-to-end resource planning solution.

Essential Duties and Responsibilities:

  • Regulatory Analysis & Compliance Leadership
    • Cost-Effective Governance: Lead the execution of benefit-cost analysis (BCA) for gas and electric utility DSM portfolios, ensuring strict adherence to the California Standard Practice Manual (SPM) and the National Standard Practice Manual (NSPM).
    • Filing & Reconciliation Support: Direct the preparation of technical workpapers and exhibits for annual DSM reconciliations and triennial/quadrennial program plans. Act as a subject matter expert in regulatory proceedings to defend cost-effectiveness assumptions (TRC, UCT, RIM, and PCT).
    • Methodology Innovation: Stay ahead of evolving state mandates regarding Greenhouse Gas (GHG) adders, non-energy benefits (NEBs), and locational avoided costs to ensure all filings reflect current best practices in integrated resource planning.
  • Software Product Development & Integration
    • MPS Software Architecture: Act as the visionary and product owner for a new software solution designed to automate and enhance Market Potential Studies (Technical, Economic, and Achievable potential).
    • System Integration: Collaborate with the Integral Analytics team to integrate new potential study tools with the LoadSEER platform. The goal is to align bottom-up DSM potential with top-down geospatial load forecasting and distribution planning.
    • Tool Modernization: Transition traditional, static Excel-based potential models into dynamic, SaaS-based modules that allow utilities to run real-time "what-if" scenarios for decarbonization and electrification.
  • Business Development & Strategic Growth
    • SaaS Sales & Licensing: Drive revenue growth by identifying and closing software licensing opportunities with IOUs, municipalities, and cooperatives. Focus on solving utility pain points related to manual data entry and regulatory scrutiny.
    • Consultative Sales: Leverage deep industry expertise to sell high-value support services, positioning the firm as a strategic partner rather than a vendor.
    • Market Research: Conduct ongoing competitive analysis to identify gaps in the DSM/DER software market, particularly in the niche of locational value and NWA (Non-Wires Alternative) screening.

Job Requirements/Qualifications:

  • Advanced degree (Masters or PhD) in Economics, Engineering, Data Science, or a related field.
  • 10+ years of experience in utility DSM/EE program planning, regulatory affairs, or energy consulting.
  • Deep knowledge of avoided cost frameworks, load shapes, and the mathematical underpinnings of utility cost-benefit tests.
  • Proven experience in the software development lifecycle (SDLC) or product management, particularly with geospatial or energy-modeling tools.
