The Project Manager (PM) provides high-level program management support and operational oversight for the CBP Security Management Division (SMD) task order. This role is responsible for leading contractor teams in the enhancement, expansion, and development of security policy and administration functions. The PM serves as the primary point of contact for the government's Contracting Officer Representative (COR) and Program Office to ensure successful execution of all contract deliverables.

Responsibilities:

1. Contract Oversight and Management

  • Provide operating advice and assistance services for assigned security processes.
  • Manage contractor work assignments, project timelines, costs, and overall schedule performance.
  • Perform quality assurance and quality control (QA/QC) on all deliverables and work packages.
  • Supervise contractor personnel and ensure adherence to CBP/OPR rules of behavior.
  • Facilitate the onboarding and off-boarding of contractor staff, including user access requests and equipment returns.

2. Programmatic Support and Strategy

  • Develop and evaluate strategic planning processes, technical methodologies, and risk analysis procedures.
  • Lead the development of technical documents, security policies, and standard operating procedures (SOPs) in coordination with subject matter experts.
  • Review physical and information security program compliance and assessment documents.
  • Assist in the enhancement of Administrative Security and Physical Security Programs.

3. Reporting and Communication

  • Prepare and submit Monthly Contract Progress Reports summarizing work accomplished, resources expended, and upcoming milestones.
  • Coordinate and conduct formal briefings, including the contract kick-off meeting and periodic program status reviews.
  • Manage the delivery of annual cumulative statistical reports for security incidents and vulnerability assessments.

  • Security Clearance: Must hold or be able to successfully complete a favorably adjudicated Tier 4 (T4) or Tier 5 (T5) Background Investigation.
  • Education: Bachelor's degree in business or a related field; an MA/MS is preferred.
  • Experience: Minimum of 5 to 10 years of experience in project/program management.
  • Technical Skills: Proven expertise in data analysis, strategic communications.

Travel and Telework

  • Travel: Anticipated travel of up to 10 trips per year to support field activities such as remote PIV card issuance and security engagements.

Telework: Eligible for core or episodic telework arrangements upon approval by management and the COR
