The Opportunity

Are you ready to shape the future of global security? The Intelligence Sector at Leidos currently has an opening for a Program Manager - Enterprise Operations & Policy to work in our Linthicum, MD location. This is an exciting opportunity to apply your leadership expertise in support of a U.S. Government partner responsible for enterprise planning, financial management, policy development, and strategic integration. In this mission, we provide comprehensive operational, analytical, administrative, financial, and policy support services that enable data-driven decision-making and enterprise alignment. You will lead multidisciplinary teams across planning, requirements management, communications, and strategic policy initiatives. This role offers the opportunity to influence enterprise governance, drive mission performance, and ensure successful execution of complex federal programs supporting national security objectives.

Contract Status: Proposal Phase/Contingent Upon Award.

What you'll be doing:

The Program Manager provides overall leadership, management, and oversight for contractor personnel supporting enterprise resource management and policy initiatives. Responsibilities include directing operational, analytical, financial, and policy support activities while ensuring alignment with contractual requirements and mission priorities. The PM manages complex projects from initiation through execution and sustainment, developing and maintaining Program Management Plans (PMP), Risk Management Plans (RMP), and integrated master schedules.

This role establishes governance structures for cost, schedule, and performance monitoring, ensuring enterprise processes remain compliant with federal standards. The Program Manager engages senior stakeholders to gather feedback, resolve issues, and align strategic objectives across multiple directorates. They prepare executive-level briefings, facilitate oversight meetings, and proactively identify emerging risks or opportunities. The individual ensures quality and efficiency of performance while maintaining effective communication between contractor teams and government leadership.

Needed Experience, Skills, and Education:

  • Bachelor's degree and 10 or more years of experience managing large, complex federal programs. Additional years of experience may be considered in lieu of degree.

  • Experience overseeing diverse technical and administrative labor categories

  • Experience performing financial and performance monitoring of contracts

  • Strong leadership, organizational, and communication skills

  • Experience managing enterprise governance and risk frameworks

  • Project Management Professional (PMP) certification.

Clearance Needed:

U.S. Citizenship with an Active or Current DoD TS/SCI required. We are not able to sponsor the clearance requirement.

Preferred Experience, Skills, and Education:

  • Master's degree in Business Administration, Public Administration, Cybersecurity, or related field

  • Experience supporting federal enterprise planning or resource management initiatives

  • Experience implementing workforce certification compliance processes

  • Experience with Earned Value Management (EVM)

  • Agile or SAFe certification

Preferred Tool Experience:

  • MS Project

  • Microsoft Office Suite (advanced Excel, PowerPoint)

  • Enterprise collaboration platforms (SharePoint)

  • Risk management tools

  • Dashboarding and reporting tools
