Job Title: Maritime Portfolio Interoperability Test & Evaluation Lead

Location: Fort Huachuca

Clearance Level: Requires active Secret clearance on hire date with the ability to obtain and maintain a Top Secret/Sensitive Compartmented Information clearance. Current TS/SCI is desired

SUMMARY

Joint Interoperability Test Command (JITC) Test Evaluation and Certification II Services (TEC II) contract provides technical solutions for the DOD in support of Test and Evaluation (T&E) services and T&E enabling services. JITC's service requirements are categorized in the following areas: T&E Performance Requirements, T&E Capability Management Requirements, T&E Capability Requirements, and Overarching Contract and Task Order (TO) Requirements. TEC Services are provided to DoD Combatant Commanders/Services/Agencies, federal and state agencies, coalition partners, and commercial entities to aid in the design, development, acquisition, integration, deployment, operational use, and sustainment of new and enhanced Information Technology/National Security System capabilities.

JOB DUTIES AND RESPONSIBILITIES

Joint interoperability (IOP) certification task order to provide Naval Sea Systems Command (NAVSEA) with critical IOP test and evaluation (T&E) services in accordance with DODI 8330.01 and JITC guidance and procedures. The Joint IOP certification efforts include the IOP T&E certification for each of the following systems: America Class Amphibious Assault Ship, Amphibious Transport Dock, Arleigh Burke Class Destroyer, Army Watercraft Systems, Consolidated Afloat Networks and Enterprise Services, Fleet Replenishment Oiler, Gerald R. Ford-Class Carrier, Landing Craft Utility, Littoral Combat Ship, Navajo Class Towing Salvage and Rescue Ship, SSBN Common Submarine, Ship to Shore Connector, USS Constellation, and Zumwalt Class Destroyer.

Performs task management and administration actions over the entire task order to provide oversight, management, supervision, and control of the overall contract team. Leads the overall T&E planning, preparation, execution, and reporting effort.

Duties include:

Responsible for the design and implementation of IOP test planning documentation to determine system under test (SUT) IOP requirements standards and criteria are met. Documentation to support this effort includes requirements analysis plans, data management analysis plans, and IOP evaluation plans.

Review applicable SUT requirements documents (e.g., Initial Capabilities Documents (ICDs), Capability Development Documents (CDDs), Capability Production Documents (CPDs), Information Support Plans (ISPs), Test and Evaluation Master Plans (TEMPs), Concept of Operations (CONOPs), etc.) to ensure user requirements and criteria are correctly documented and included early in the T&E planning process.

Recommend adjustments to the T&E process or detailed procedures to the program manager, program office staff, and other stakeholders.

Ensure IOP test requirements, test scenarios and test scripts adequately cover Key Performance Parameters (KPPs).

Responsible for developing and maintaining data collection and data management processes.

Actively support the IOP T&E Event Director as a participating member of the underway IOP Test team. Underway test event duration typically 7 to 15 days.

Assist the IOP T&E Event Director in collection of real-time test data, analysis of test results and drafting thorough, accurate, and complete formal test documentation.

Ensure T&E reports are written in accordance with current JITC policies and procedures and provide the deliverables, after a thorough administrative and managerial review.

Record all initial findings and document final test results into applicable joint IOP certification reports.

Ensure full accounting of anomalies and errors found in testing, notifying customers and management.

Participate in Integrated Product Team (IPT) meetings, Test Concept Briefs (TCBs), Test Readiness Reviews (TRRs), program reviews, teleconferences, and video teleconferences.

Provide administrative task support such as Monthly and Weekly Status Reports, Trip Reports, and meeting minutes.

QUALIFICATIONS

Required Certifications

This position requires an active Secret security clearance on hire date with the ability to obtain and maintain a Top Secret/Sensitive Compartmented Information clearance. Current TS/SCI is desired.

Requires at least 1 certification in area of specialization.

Education, Background, and Years of Experience

Requires a Doctorate and at least 4 years of experience; a Master's degree and at least 10 years of experience; or a Bachelor's and 16 years of experience. The degree must be in a relevant technical curriculum and experience must be related to the job duties. Relevant technical degrees include the following, though the Government may consider other curriculums, various engineering and science disciplines, Physics, Operations Research, Computer Science, and Mathematics. Related certifications in the area of specialization may be substituted for 1 year of experience. Related certifications in the area of specialization may be substituted for 1 year of experience.

ADDITIONAL SKILLS & QUALIFICATIONS

Required Skills

Experience with DoD acquisition developmental/operational testing.

Excellent communications skills, including verbal, written and presentation skills with the ability to write complex software developer-level issues in a clear, concise, and easily understood manner.

Attention to detail creating, reviewing and editing requirements, specifications, and recommendations related to proposed solutions.

Ability to collaborate effectively with senior management, cross-functional teams, internal/external customers, and end-users.

Preferred Skills

Operational test experience with NAVSEA and/or NAVAIR is desired.

WORKING CONDITIONS

Environmental Conditions

Contractor site with 0%-10% travel possible. Possible off-hours work to support releases and outages. General office environment. Work is generally sedentary in nature but may require standing and walking for up to 10% of the time. The working environment is generally favorable. Work is generally performed within an office environment, with standard office equipment available.

Strength Demands

Sedentary - 10 lbs. Maximum lifting, occasional lift/carry of small articles. Some occasional walking or standing may be required. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
