SENIOR FINANICAL ANALYST

The Office of Budget and Management (OBM)

Budget Preparation and Execution Division

Number of Positions: 1

(Additional vacancies are possible pending budget approval)

Annual Starting Salary: $82,884

Applications for this position will be accepted beginning 3-13-26 until 11:59pm CDT on 3-27-26.

Under direction, performs complex financial analysis and oversees staff engaged in the analyses of fiscal/cost related data for City programs and services, and performs related duties as required.

ESSENTIAL DUTIES:

* Performs and oversees the conduct of research on current and historical revenues and expenditures, identifies trends, and prepares fiscal projections.

* Prepares multi-year capital improvement plans and programs.

* Prepares capital budgets.

* Reviews capital project requests from departments.

* Sets up capital project budgets in FMPS.

* Manages bond funds and prepares bond fund reports.

* Coordinates with CFO and DOF on bond sales.

* Performs in-depth analyses of debt, fiscal liabilities, and operational costs and prepares budget estimates.

* Performs and oversees the conduct of cost/benefit analyses of current and proposed programs and recommends financial controls to improve cost efficiencies.

* Develop computer models to analyze data and formulate rate structures and calculate various fees for departmental programs and services.

* Coordinates and participates in audits of contractors to ensure the accuracy of billings and compliance with contract provisions.

* Prepare audit reports and presents recommendations at post audit meetings.

* Reviews bid proposals submitted by private contractors and identifies the most cost-effective proposal.

* Prepares and reviews fiscal reports.

* May provide fiscal data related to employee benefits costs during labor negotiations.

* May train and coordinate the work of staff and private consultants in the conduct of special financial analyses projects.

Hours: 9:00a.m. to 5:00p.m.

THIS POSITION IS EXEMPT FROM THE CAREER SERVICE

Qualifications

Graduation from an accredited college or university with a Bachelor's degree in Finance, Accounting, or a directly related field, PLUS three (3) years of work experience in the analysis of financial records.

OR

Graduation from an accredited college or university with a Master's degree or higher in Finance, Accounting, or a directly related field, PLUS two (2) years of work experience in the analysis of financial records.

SELECTION REQUIREMENTS

This position requires applicants to complete an interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position will be selected.

Desired Skills:

  • Experience and/or education in Public Administration, Business Administration or Public Policy
  • Experience in budgeting or financial planning
  • Experience with capital budgeting and/or planning
  • Experience in analysis and reporting
  • Experience with financial forecasting
  • Advanced proficiency in Microsoft Excel
