Project Controls Analyst (PCA)

Idaho National Laboratory is hiring a Project Controls Analyst to work in our Business Management department.

Provides project controls support while integrating INL's Earned Value Management System (EVMS) into the performed scopes of work using a tailored approach. Project controls is involved at the project inception (CDE-0) through execution and project closeout (CDE-4). Assist with creating project documentation, work authorization, cost estimate development, Work Breakdown Structure (WBS) development, baseline establishment and maintenance, change control implementation, project reporting and variance analysis, risk management and mitigation strategy, resource analysis and management, and provide INL financial reporting. You will report to the Project Controls Supervisor.

Please note: Depending on the organization's needs, the position(s) may work in our Idaho Falls offices on a 9x80 schedule with every other Friday off OR may work at our desert locations on a 4x10 with every Friday off.

Responsibilities Include:

• Exposure to assisting Project Managers, Schedulers, and Engineers in defining project scope and requirements, developing Work Breakdown Structures (WBS), identifying and mitigating risks, reviewing cost estimates, and establishing scope, schedule, and budget baselines.
• Familiar with DOE Order 413 and compliance with its requirements and capital asset principles and procedures.
• Basic knowledge of analysis, forecasting, trending, and reporting of project performance data.
• Basic level understanding of storyboards and flowcharts used to document project controls and cost engineering work processes.
• Foundational knowledge of baseline schedules and budgets and assists with maintaining, reviewing, and revising them in accordance with established change control processes.
• Ability to support the completion of milestones associated with specific work assignments.
• Familiarity with Performance Measurement Baselines (PMB), Performance Baseline Schedules, Life Cycle Schedules (LCS), and Field Execution Schedules (FES) and assistance with their development and maintenance.
• Possesses foundational knowledge of contracting matters including schedule of values, contracting strategies, contractor's sub tiers and markups, and change order management.
• Basic knowledge of General Accounting Principles (GAP) and assists with ensuring alignment with INL financial policies and procedures.
• Applies entry-level knowledge to support the Project Manager by participating in project meetings and contributing to the completion of milestones associated with assigned work.

Additional Knowledge of the following is helpful:

• Familiar with Earned Value Management (EVM) concepts and terminology.
• Knowledge of project controls functions and responsibilities.
• Exposure with schedule construct, schedule forensics, and scheduling techniques.
• Ability to create, resource load, and manage Critical Path Method (CPM) schedules.
• Experience with all Microsoft products (Word, Excel, PowerPoint, Outlook, Project).
• Knowledge of construction principles, terminology, and methods.
• Understanding of project risk management
• Knowledge of economic and General Accounting Principles (GAP) and practices, financial terminology
• Ability to communicate and work with cross-functional organizations such as but not limited to (construction management, procurement, engineering, facility management, project management, etc.).
• Effective oral and visual communication, including the development of material to help others better understand concepts and data.
• Possess analytical, critical thinking, and problem-solving skills.

Minimum Requirements:

• Level 1: Bachelors Degree
• Level 2: Bachelors Degree and 2 years of experience, or a Masters Degree.
• Experience with project control systems or MS Office.
• Relevant experience determined with the level.
• Relevant degrees: Project Management, Construction Management, Business Administration, Finance, Engineering
• Field experience in project controls, project management, construction management and business operations, planning or finance.
• Earned Value Management System (EVMS) experience or exposure.
• Experience in performing, monitoring, or reviewing some cost engineering functions, which include planning, cost control, scheduling, and cost analysis, in the field and office.
• Working knowledge of aspects of Project Control scope, services, deliverables, customer needs, tools/systems, and processes and requirements.
• Advanced degree in Project Management, Construction Management, Business Administration or related field
• Depending on assigned directorate, may be required to obtain, and maintain a security clearance level L or Q.

Job Information:

The pay range for this position is:

• Level 1 Grade 420 - ($57,444 - $112,068)
• Level 2 Grade 430 - ($66,504 - $136,356)
• At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.
• Multi-Level: This is a multi-level posting and you will be placed at the appropriate level dependent on depth and breadth of proven experience and skills.

Physical Requirements:

While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, and work in an office and field/laboratory environment. The job requires hand/finger dexterity to keyboard or type, handle materials, manipulate tools, and reach with hands and arms. The job requires operation of job-related equipment and driving a vehicle. The employee must occasionally lift and/or move up to 25 pounds without assistance. Sufficient visual acuity and hearing capacity to perform the essential functions and interact with the public is required.
