Responsibilities:

• Administer compliance with Davis-Bacon Act (DBA), Service Contract Act (SCA), and prevailing wage laws
• Review and interpret wage determinations, ensuring proper classifications and pay rates
• Prepare, audit, and submit certified payroll reports (WH-347) accurately and on time
• Maintain compliance documentation, postings, and audit-ready records
• Partner with payroll, project managers, and contractors to resolve wage and classification issues
• Serve as liaison during Department of Labor audits and investigations
• Provide training to managers on wage compliance requirements
• Support recruitment, onboarding, and employee lifecycle processes
• Maintain employee records and ensure compliance with FLSA, FMLA, ADA, and EEO regulations
• Assist with benefits administration including health, dental, vision, and 401(k)
• Support employee relations, performance management, and policy implementation
• Contribute to HR reporting, metrics, and process improvement initiatives

Requirements:

• 5+ years of HR Generalist experience, including 2 years of Davis-Bacon or prevailing wage compliance
• Experience preparing certified payroll and interpreting wage determinations
• Knowledge of federal and state labor laws and DOL regulations
• Proficiency with HRIS and payroll systems (e.g., ADP, Paycom)
• Strong communication, organizational, and problem-solving skills
• Bachelor's degree and HR certifications (PHR, SPHR, SHRM-CP) preferred
