SUMMARY

The Candidate Services Specialist assists with all aspects of Petition Filing, Campaign Finance reporting for candidates and political committees, and Ballot Creation. The specialist also provides administrative support in the general operation of the department, assists in the preparation for all elections and handles all matters with tact, efficiency and professionalism.


ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Well-versed in PA Election Law and Campaign Finance Reporting Law.
  • Assist the public, political parties, and candidates concerning every aspect of elections.
  • Receive and maintain Political Committee registrations.
  • Responsible for receiving and maintaining up-to-date Campaign Finance Report filings, including original hardcopies, preparing copies for public pick-up, assessing late fines, and working with individual candidates and treasurers.
  • Digitally archiving Campaign Finance Report filings.
  • Coordinate with the Candidate Services Manager in an effort to put together informative explanations of campaign finance obligations.
  • Use a candidate tracking software to maintain up-to-date lists of all candidates and committees with financial reporting obligations, for all elections from the current one through the previous five years.
  • Send reminder emails to candidates when reports are due.
  • Notify candidates if they do not file reports timely and track all late fees.
  • Maintain and scan Statement of Financial Interest forms for Department Heads and other county and public employees.
  • Maintain nomination petitions including making copies for any legal challenges that may arise.
  • Verify petitions and expense reports for completeness.
  • Assist in proofing candidate lists, ballots and election materials.
  • Assist with Voter Registration as needed, including processing voter registration applications and electronic poll books.
  • All other tasks as assigned.
  • Work as a team to ensure all tasks are completed accurately and timely.
  • Must be willing and able to work overtime.
  • Contribute to a positive office environment.

QUALIFICATION REQUIREMENTS

  • High school diploma or equivalency at a minimum.
  • Proficiency with MicrosoftWORD, EXCEL, mail merge and labels.
  • Ability to become well versed in PA Election laws and Election Day procedures.
  • Proficient data entry and typing skills.
  • Excellent interpersonal, oral and written communication skills.
  • Must be accurate, detail oriented and well organized.
  • Knowledge of the SURE Voter Registration system preferred.

Must be able to work under pressure, handle multiple tasks and work long hours.
