Under direction, with some latitude for independent judgment, assists with the planning, control and execution of shipyard repairs, dry-dockings and marine engineering projects on municipal ferries, barges and marine vessels operated by the Department of Transportation (DOT).
EXAMPLES OF TYPICAL TASKS:
Researches and prepares specifications for projects connected with vessel and/or barge dry-dockings and for conversions or modifications to vessels. Performs field surveys of assigned projects from inception through completion. Incorporates required items into specifications. Monitors and documents dry dockings, projects, and specification submission timelines. Monitors project progress, research drawings/technical manuals, coordinates classification surveys, ensures regulatory agency compliance, and prepares reports. Ensures contractor compliance with project specifications and accepts work performed. Identifies extra work during the course of projects and negotiates scope and cost with contractors. Notify contractors of any deficiencies that are discovered aboard DOT vessels while in the shipyard. Provides regular and daily communication to DOT supervisors, including written daily shipyard reports. Prepares final/completion reports for projects. Assists with planning and scheduling of inspections of vessels and submission of reports and documentation to ensure completion by required due dates. Tracks and monitors vessel/barge preventive maintenance systems, machinery and hull conditions for maintenance issues that may need to be addressed during dry dockings/projects. Monitors, updates, files and distributes all vessel/barge survey, certificate and regulatory requirements. Plans and schedules inspections of vessels and submission of reports and documentation to ensure completion by required due dates. Assists with Root Cause and Follow-up inquiries of any vessel-related non-conformities, observations, near-misses and accidents. Supervises and reviews the work of subordinate staff. Works closely with DOT ferry safety and security department to ensure strict adherence to safety standards and environmental protection guidelines for all projects.
PREFERRED SKILLS
1.Experience in marine engineering operations, maintenance, design and repair, including writing contracts and maintenance specifications for the maintenance, design and repair of marine vessels and managing major marine projects including dry dockings; or closely related experience.

2.Seagoing experience as a licensed engineer.

3.Baccalaureate Degree in an engineering discipline or Naval Architecture.

4.Expert knowledge of relevant design and technical standards; knowledgeable in principals of design as related to the design of marine vessels and systems.

5.Thorough knowledge of ABS and USCG rules and regulations.

6.Experienced in the use of Microsoft Office suite of programs.

7.Well-developed skills in prioritizing, organization, decision making, and time management, and verbal/written communication skills.

TWIC REQUIREMENT: Once selected for employment at the Staten Island Ferry, federal regulations require that the applicant must either undergo a federal background check as part of the Transportation Worker Identification Credential (TWIC) program or already possess a TWIC. Minimum Qualifications

1. A baccalaureate degree from an accredited college and five (5) years of full-time satisfactory experience in the repair and maintenance of gasoline, diesel and diesel/electric engines/ motors and auxiliary marine equipment including repair and maintenance of steel, aluminum and fiberglass vessels; eighteen months of which must have been in a high-level supervisory or administrative capacity; or 2. Education and/or experience equivalent to "1" above. Education from an accredited college may be substituted for experience on the basis of one year of college for 6 months of experience. However, all candidates must have a high school diploma or its educational equivalent and the eighteen months of high-level supervisory or administrative experience as noted above.
