DESCRIPTION OF WORK

As a Fiscal Technician, you will be responsible for accounting activities for all program transactions funded through the Human Services revenue streams. Your main objective is to ensure invoices requested meet all federal, state, and county mandated requirements, as well as ensure timely and accurate reimbursement to prevention and treatment providers, consultants, and county staff for services rendered to residents. Key responsibilities include:

  • Entering all treatment level of care invoices to ensure clients have been verified as county funded and their treatment has been authorized
  • Ensuring the accuracy of all cost reimbursed invoices and employee reimbursements
  • Interacting with providers and program staff, Human Services Accounts Payable, along with the County Controllers, Budget and Treasurer's Office to guarantee efficiency and cohesion
  • Maintaining the accounting ledger for service contracts and initiating any increases as required
  • Tracking all cost reimbursed year-to-date expenses and revenue
  • Preparing monthly revenue invoices
  • Assisting the Fiscal Officer 2 with the year-end reports and year-end closings and program auditors
  • Accessing the County SAP Accounting System to research payments, vendor numbers, service contracts, and additional information as needed
  • Interacting with co-workers and providers regarding payments, non-payments, rates, authorizations, and program requirements

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:30 AM to 4:30 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You will not have the option to telework in this position.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Fiscal Assistant; or
  • Three years of work involving the maintenance of fiscal or financial records, including one year of responsible work which involves the application of accounting or fiscal principles and practices; and graduation from high school; or
  • One year of experience in maintaining and reviewing fiscal records and an associate degree in accounting or business administration; or
  • Any equivalent combination of experience and training.

Other Requirements:

  • You must be able to perform essential job functions.

Legal Requirements:

  • You must pass a background investigation.
  • This position falls under the provisions of the Child Protective Services Law.
    • Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.
