East Bay Municipal Utility District (EBMUD) invites qualified applicants to apply for the temporary (up to six months) Environmental Health and Safety Specialist I position in the Workplace Health & Safety Section. The Environmental Health and Safety Specialist I anticipates, identifies and evaluates hazardous conditions and practices; develops hazard control designs, methods and procedures; implements, administers and advises others on hazard controls; measures, audits and evaluates the effectiveness of hazard controls; and ensures compliance with OSHA and CalOSHA regulations, standards and protocols. Major work activities include:
General Safety and Health
*Assisting in the overall development of injury and illness prevention and regulatory compliance programs affecting water and wastewater utility employees including above and below ground construction, injury investigations, industrial hygiene surveys, and electrical safety.
*Leading or coordinating teams or safety committees assembled to enhance EBMUD-wide or local safety standards, practices, procedures or documentation in defined workplace health and safety projects.
*Providing technical expertise to conduct special studies and research; prepare low and high level reports evaluating the impact of current and proposed workplace health and safety regulations on EBMUD operations; and recommending and assisting in implementing solutions for problems.
Auditing
*Responding to and investigating workplace health and safety concerns and incidents; preparing detailed reports and recommending corrective action and preventative strategies.
*Assessing employee hazards arising from water and wastewater treatment processes and evaluating their compliance with OSHA and CalOSHA regulations.
*Conducting wall-to-wall inspections of EBMUD facilities, job-sites, property, materials and equipment for compliance with CalOSHA regulations; issuing reports of survey findings; developing new or revising existing standards and procedures for preventing injuries and illnesses and meeting worksite compliance with federal and state workplace health and safety regulations.
Training and Communications
*Conducting needs assessments and developing curriculum for baseline and refresher training dealing with a variety of industrial hygiene, health and safety topics.
*Conducting general and specific training for employees; assisting in developing new formats and content for use in educating EBMUD staff on compliance procedures for new or revised regulations relating to workplace health and safety issues; overseeing training provided by others including less experienced Specialists or contract providers.
*Implementing and maintaining both vertical and horizontal safety communications systems including committees, workgroups, newsletters and websites.

1.Bachelor's degree in environmental science, industrial hygiene, safety engineering, chemistry, biology, toxicology, engineering, or a closely related field.
2.One year of experience in either one or a combination of workplace health and safety including: industrial accident prevention, evaluation, investigation and safety training; facility audits and jobsite inspections; environmental compliance investigation and reporting; or enforcement of regulations that involved the review of water, wastewater, or air pollution control industrial processes.
3.Valid California driver's license with a satisfactory driving record.
4.Physical characteristics to perform the critical and important duties of the job and the willingness to work under adverse conditions while collecting samples or conducting field studies.
5.Must be willing to work overtime and standby as needed.
