We are seeking a
Clinical Nurse Managerwho will provide clinical leadership, nursing care, and nursing supervision at the Baltimore City Health Department (BCHD) Sexual Health and Wellness Clinics (SHWC). The position supports the delivery of high-quality, comprehensive sexual health, HIV (both treatment and prevention), and infectious disease services (namely hepatitis C) through direct patient care and staff supervision.
Specific Duties and Responsibilities
- Provide direct patient care across SHWC clinical services.
- Supervise and support registered nurses (RNs) to ensure adherence to protocols, clinical and Ryan White standard of care, and performance metrics, including medical case management, care plans, biopsychosocial assessments, and best practices.
- Ensure high-quality delivery of STI, HIV, PrEP, hepatitis C, and buprenorphine treatment services.
- Supervise and support panel management of HIV, Hepatitis C, and PrEP patients on treatment, including LAIs.
- Review and implement established nursing standing orders.
- Collaborate with a multidisciplinary care team, including physicians, nurse practitioners, physician assistants, nurses, laboratory staff, case managers, and administrative personnel.
- Support quality improvement initiatives and compliance with regulatory, institutional, and other requirements.
- Participate in program planning and operational decision-making in collaboration with clinic leadership.
Clinical Services
- The Sexual Health and Wellness Clinics provide the following services.
- Screening, prevention, and treatment of sexually transmitted infections (STIs), including mpox.
- HIV treatment and primary care.
- Initiation and management of PrEP and nPEP.
- Buprenorphine treatment for opioid use disorder.
- Hepatitis C testing and treatment.
- Clinical services may expand or change in response to public health needs and BCHD priorities.
Reporting and Leadership Structure
- Clinic leadership and strategic direction are maintained by the Baltimore City Health Department, including the Clinic Manager, Clinic Operations Director, and the Assistant Commissioner of HIV/STI Prevention and Clinical Services.
- All programmatic decisions must be reviewed early with the Clinic Operations Director.
Work Environment and Schedule
- Clinical services are provided at two brick-and-mortar locations within Baltimore City.
- The Clinical Nurse Manager's schedule must be approved by the Clinic Manager or Clinic Operations Director.
- This position is 100% in-person; telework is not available.
Managerial Duties and Responsibilities
- Directly supervises registered nurses providing STI, HIV, hepatitis C, and HIV PrEP care (approximately 2-3 nurses; 2-3 FTE). Ensures nursing care is delivered in accordance with current clinical guidelines and standards of practice. Responsibilities include assessment of clinical competency, oversight of clinical and administrative duties, training and onboarding of new staff, direct supervision, and chart review as needed. Serves as a clinical resource to RN staff during clinic operational hours.
- Performs administrative supervisory duties, including completion and approval of timesheets; conducting formal annual and semi-annual performance evaluations; and providing ongoing, informal feedback based on individual performance.
- Coordinates and communicates with the Clinic Manager and/or Clinic Operations Manager regarding staff schedules and leave requests. While the Clinic Manager retains final approval authority for leave requests, the Clinical Nurse Manager ensures requests align with Johns Hopkins University (JHU) protocols and collaborates with clinic leadership to maintain appropriate clinical coverage.
- Provides direct patient care, including a minimum of 5 and up to 8 clinical sessions (each session representing a half-day). Clinical duties are expected at least four days per week, and half-day administrative time per week.
- Monitors and assesses RN panel capacity and assists with clinical coverage as needed to ensure continuity and quality of care.
- Participates in at least weekly meetings with the Clinic Manager and Medical Director and/or Deputy Medical Director to support effective clinic operations and care coordination.
- Participates in Baltimore City Health Department public health emergency responses as requested by the Health Commissioner, which may include oversight, coordination, and/or staffing of vaccine clinics or other emergency initiatives.
- Performs other duties as required to support clinic operations and public health objectives.
Minimum Qualifications
- Individual must be a registered nurse, licensed in the State of Maryland or the state where practicing.
- Bachelor's degree in nursing or related field required.
- Minimum of three years clinical nursing experience.
- A related master's degree may be considered in lieu of some experience.
- Prior supervisory experience may substitute for up to two years of required nursing experience.
- Additional education may substitute for required experience, and additional related experience may substitute for required education beyond a high school diploma/graduation equivalent, to the extent permitted by the JHU equivalency formula.
Preferred Qualifications
- A master's Degree in Nursing or Business Administration is preferred.
