The UNCSA Police and Public Safety Department provides a variety of safety, security, and emergency planning, response, and management services for the University to include: 24/7 Law Enforcement Services, 24/7 Communications Center, Emergency Management, Parking Management, and Enforcement, Endpoint Physical Security Systems and One Card Management and more.
Primary Description of Work
The UNCSA Police and Public Safety Department encompasses multiple functional areas. The Law Enforcement Patrol Division requires enhanced oversight to ensure a high standard of operational effectiveness and service delivery. The Captain of Operations position is responsible for providing focused leadership on the internal operations of the law enforcement function, ensuring consistent oversight, accountability, and performance within patrol operations. This role is intended to allow the Chief of Police to concentrate on strategic priorities by reducing involvement in routine daily operations. The position may perform patrol duties as operational needs require.

Varied, but typically Monday-Friday -typically 8:00 am to 5:00 pm

Description of Responsibilities and Duties
Law Enforcement Branch Operational Excellence
Assists the Chief of Police by overseeing law enforcement operations with an emphasis on compliance with Written Directives and implementation of departmental priorities. Provides leadership and oversight to support internal operational excellence across the law enforcement branch through report review, personnel oversight, and office and field observations. Coordinates the collection and analysis of data related to service efficiency, service quality, performance outcomes, and operational concerns. Prepares assessment reports and provides recommendations to the Chief of Police in support of the goals and objectives of each reporting section.

Personnel Management

Guides and supports subordinate leadership and operational units in mission and task accomplishment. Supports personnel development, including professional growth, performance monitoring, and documentation of progress or performance concerns. Models and reinforces departmental values of Accountability, Respect, Truthfulness, and Service. Demonstrates effective leadership practices such as active listening, sound judgment, and commitment to procedural justice. Ensures an appropriate balance between delegated authority and direct involvement in task completion.

Special Event Management

Oversees and coordinates law enforcement staffing and operational support for special events held on and off campus. Collaborates with internal and external stakeholders to support event safety, operational planning, and appropriate resource deployment. Ensures special event operations align with departmental policies, risk management practices, and institutional requirements.
Minimum Qualifications
A minimum of a bachelors degree or greater and 7 years of sworn law enforcement officer experience or an associate degree and 9 years of sworn law enforcement officer experience. At least 3 years of the experience must have been in a supervisory role equivalent to a Police Sergeant or greater. At the agency head's discretion, this requirement may be modified to require the noted supervisory experience to be at the level of Captain or greater. Certification from NC CJETSC as a commissioned police officer or certification eligible for out of state lateral hires.
Preferred Qualifications
NC Advanced Law Enforcement Certification.
