Overall Objective or Purpose
To ensure public safety and maintain a safe and reliable gas distribution system. Respond to gas emergencies, gas leaks, carbon monoxide investigations, damaged Company facilities on a 24 hrs. a day 7 day a week basis. Repair and service gas fired appliances and equipment.
Essential Job Functions and Principle Tasks
Respond to gas emergencies (inside and outside gas odor calls, carbon monoxide calls, damaged mains, and services).
- To repair or assist in repairs of outside damaged gas facilities (mains, services, gate stations, meter connections); make area safe by following the Company Emergency Response Procedure; make out damage reports and paper work; repair inside gas appliances and piping that are leaking or make safe; find source of carbon monoxide and repair or make safe; Emergency Response (25 minutes or less response time); respond to gas emergencies, gas leaks, fires, and carbon monoxide investigations 24 hr. a day, 7 days a week; determine severity of the situation; communicate to the dispatcher, customer, and/or assist emergency response personnel; use training and experience to protect life and property by proper evaluation of the situation and implement correct procedures, including evacuation and ventilation if necessary; make area safe using gas and or CO detectors to locate, repair, shut off, or caution tag all gas or carbon monoxide sources.
System Maintenance
- Install, remove, change, straighten, raise, revamp, and paint gas meters, regulators, valves, vents, and meter assemblies in accordance with company standards; located on commercial, industrial, and residential customer's premises; maintain good customer relations with minimal outage time; re-establish gas service and re-light and inspect customer's appliances for safe and proper operation, location, and installation; respond to high or low pressure calls and no gas calls and take appropriate corrective action; complete monthly system odorant checks; calculate load to determine size of fuel run, meter, and regulator; complete mandated surveys and audits (i.e. GSS, ABI {Annual Building Inspection}, pressure audits, etc..); perform Hot line Locating; install new mains and services utilizing back hoe, trenchers, etc..; reset and perform minor maintenance of electronic meter equipment (I.E., SCADA, Metre tek, etc..)
Customer Gas Service
- Read meters, collect payments, and re-establish or discontinue gas service to customer premises per the turn on or off order or nonpayment; re-light and inspect customer's appliances for safe and proper operation, location, and installation; investigate and resolve customer's complaints of incorrect meter reads and high or low bills; read industrial and interruptible meters for billing department; read meter routes (15 routes in a 2 month period PDC only).
Customer Appliance Services
- Perform customer service work by connecting, inspecting, adjusting, trouble shooting, repairing, converting from alternate fuels, or replacing parts found in domestic and commercial gas burning appliances or equipment; perform Low Income Weatherization Program inspections to determine low income eligibility through review of past customer financial documents; inspect appliance's condition and recommendation to the appropriate departments; complete follow-up Post Installation Inspection visits to check contractor repairs and/or new appliance and equipment installations; assist heating contractors; perform pre-conversion checks (i.e. meter location, parts and equipment required to convert, etc..); estimate cost of customer service work (appliance conversion, meter moves, etc..).
Miscellaneous
- Fuel and clean work vehicle; observe operation and report any safety defects to proper department for evaluation and correction; maintain all tools, equipment, parts, and supplies on vehicle as needed to perform all duties and tasks associated with Distribution Fitter Occupation; communicate with Dispatcher, office staff, and supervisor to determine work schedule and assignment priority utilizing cellular telephone, Mobile Data Terminal and Alphanumeric pager; fill out reports completely and accurately; stock and maintain the appliance parts storeroom; attend and participate in safety and training meetings when scheduled; performs distribution/inspector worker occupation as necessary (i.e. squeezing off blowing gas, locating and operating curb and main valves, gas service survey, annual building inspection, and public building inspection; maintain and calibrate test. equipment; operation and maintenance of peak shave plant (PDC); gate station, odorizer, and Comatograph maintenance (PDC); clerical backup (PDC); building and grounds maintenance (PDC).
Knowledge, Skills, Abilities, and Other Requirements
- Comprehensive knowledge of the properties of natural gas and carbon monoxide, emergency response protocol, fire training, confined spaces rescue, CPR, first aid, company construction standards and safety procedures, National Fuel Gas Code, OSHA, PSC, DOT regulations (Hazmat, Hazcom, CHES), and all applicable governmental codes. Plastic fusion certification. Live gas training, BBP.
- Highly skilled at safe driving techniques in severe weather, operate all types of company vehicles and power equipment including trenchers, back hoes, and tapping equipment. Operation of natural gas & carbon monoxide detector usage. Repair and installation of gas piping including leak repair. Interpreting electrical schematics technical manuals, trouble shoot and repair electrical circuits on residential and commercial appliances, meter reading, and tactful dialog with customers.
- Working knowledge and principals of Gas Air Conditioners.
- Critical abilities include situation awareness, problem solving, decision making, prioritizing work objectives, communication skills, resolving emotional and potentially volatile situations, physical strength and manual dexterity, mental stamina, adaptability to extreme weather and working conditions, and fatigue.
- Other important requirements include computer literate, above average mechanical aptitude and math skills, understanding electrical principals, and being drug and alcohol free.
- Drivers license required.
- CDL required (PDC).
- DOT part 199 Drug and Alcohol testing.
- CIBS usage.
