The department of Facilities Management at West Virginia University is currently accepting applications for a Manager - HSC Construction Trades.

About the Opportunity

Reporting to the Assistant Director of Facilities Management on the Health Science Center (HSC) Campus, this position is responsible for management of key control, lock shop, carpentry, paint, plaster, drywall and masonry trades completing maintenance, repairs, and construction/remodeling.

What You'll Do

  • Set vision and develop departmental growth and objectives to deliver highly technical maintenance skills and timely services to exceed customer expectations. Provide leadership to the staff through continuous feedback as to effectiveness, performance, quality, and customer service levels. Manages journeymen, trades workers, and any other support personnel as required. Follows procedures and makes work assignments to those individuals assigned to the crew to ensure work is completed in a timely fashion ensuring proper quality and quantity. Ensures that proper safety procedures are used by staff while performing job duties.
  • Manage a diverse crew of journeymen, trades workers, and any other support personnel as required. Interpret
    procedures and makes work assignments to those individuals assigned to the crew to ensure work is completed in a timely fashion, ensures proper quality and quantity.
  • Inspect completed work assignments of assigned personnel meets with customers to ensure quality control. Ensure that proper safety procedures are used while performing job duties.
  • Responsible for hiring, firing, discipline, setting work schedules, establishing equipment needs, setting
    priorities, identifying maintenance needs, ensuring proper record keeping and ensuring assigned crew is properly trained in all aspects. To include leave approvals, assigned staff time record keeping, etc.
  • Responsible for staff maintaining entrance and exit door assemblies, cutting keys, re-keying locks, key control inventory system, door hardware, door mechanism repairs and preventive maintenance.
  • Responsible for staff performing painting and drywall/plaster finishing tasks throughout HSC facilities.
  • Responsible for carpentry staff performing demo, installation, repair, projects and maintenance throughout HSC campus facilities.
  • Responsibility to read and review prints on new and existing building projects for repair or replacement associated with specific job duties and expertise. Assist with information for development of as-built sketches of completed projects.
  • Maintain knowledge of state, federal, and local codes and requirements pertaining to maintenance and
    construction. Coordinate work with vendors and contractors for specific items.
  • Provide updates on progress of assigned maintenance tasks. Ensure that work group processes all work requests, material requisitions, weekly reports, and invoices necessary to complete assignments. Provides reports as needed in reference to work status, planning, progress, etc.
  • Operate computers utilizing various software programs such as: CMMS involving work orders and materials accountability, MS Office, time and attendance, purchasing applications, Staff Performance reviews, building support systems and other systems as necessary.
  • Develop, implement, train, and measure staff performance based upon department objectives and metrics. Train staff on proper safety procedures and observe workforce in the field to assure compliance. Manage staff through well-defined performance measures, shared objectives, performance ratings, and training opportunities. Assess employee skill levels and identify appropriate training for improvement. Develop, promote, and deliver on-going staff training on initiatives such as policies and procedures, budget, FM strategic plans, skill, mission, vision, etc. Lead by example in all areas.
  • Develop and execute operating and personal budgets. Develop and implement plans for repair and maintenance to include identification, prioritization, budget development, design and scheduling. Ensure that associated maintenance, repair, and alteration requests meet all applicable codes and deadlines.
  • Develop internal policies and procedures to address workflow, shutdown procedures, safety and quality control for Department.
  • Evaluate new technology and procedures to determine if they are applicable to WVU. Identify opportunities and
    implement actions to create energy, manpower and cost savings.
  • Improve departmental efficiencies through collaborative analysis, benchmarking, consistent interpretation, and
    application of work rules and practices.
  • Coordinate with suppliers, engineers, architects, customer, etc. to assure timely and cost-effective repairs and projects.
  • Deploy workforce as needed to minimize disruptions and maximize customer service levels.
  • Prepare cost estimates and designs for repairs and projects; utilize personal knowledge, and other benchmark data.
  • Effectively and accurately communicate to staff, customers and administration all issues and concerns. This position will advise other managers and supervisors regarding activities and safe practices.
  • Participate in various departmental and University-wide committee assignments. Act as liaison between various
    departments such as Design and Construction and Environmental Health and Safety.
  • Work with vendors and manufacturers to assure quality parts and products at competitive prices are used.
  • Benchmark other organizations to identify and implement "best practices", and continuous improvement or current processes.
Qualifications
  • Associates degree or an equivalent combination of education and experience
  • A minimum of three (3) years experience in the following:
    • General knowledge of building maintenance with focus on experience in the carpentry field
    • Leadership and supervisory experience
    • Working knowledge of various computer software programs that include Microsoft Office, CMMS Systems, Time/Attendance programs
  • Any equivalent combination of related education and/or experience will be considered
  • All qualifications must be met by the time of employment

Knowledge, Skills & Abilities:

  • Demonstrated ability to evaluate tasks, measure performance and design corrective action.
  • Strong logic and analytical skills, system focus, root cause analysis.
  • Demonstrated ability to perform work as a skilled carpenter and leader.
  • Knowledge of contracted service processes and procurement practices.
  • Knowledge of local, state and federal building safety, fire, electrical, and construction codes.
  • Knowledge of industrial and environmental hazards.
  • Knowledge of the use of computers and software programs.
  • Ability to correctly train in the use of tools common to the carpentry and related trades.
  • Ability to make excellent eye to hand coordination for work in close quarters.
  • Ability to hear and interpret sounds in a construction area or on a busy job site.
  • Ability to stoop, bend, walk or crawl in close, rough, uncomfortable or slippery ceilings or chases.
    Ability to communicate well verbally and in writing.
  • Ability to work with multi-craft personnel and people outside the department
  • Excellent communication skills, ability to perform work in a professional capacity, technical language as well as in simple, everyday terminology verbally and in writing.
  • Ability to read, interpret and update blueprints.
  • Self-motivated/ability to function with minimal supervision/direction and lead by example
  • Ability to manage a cross functional work team comprised of skilled trades personnel to complete assignments, tasks and repairs on schedule and within budget
  • Knowledge building maintenance with respect to daily operations, repairs, alterations, and renovations
  • Ability to function in highly stressful situations and extreme temperature environments.
