The AUKUS, Submarines, and Industrial Base Group (ASIG), within the Sea, Land, Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to Director Submarine Program directorates and key stakeholders surrounding submarine platform construction. Director Submarine Program unifies submarine platform procurement activities, which includes the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy's top acquisition priority), the Virginia-class SSN program, the new SSN-X program (developing the next generation attack submarine), and the AUKUS Integration and Acquisition Office, to bring improved capabilities to our undersea forces. Analysts and Engineers supporting Director Submarine Program will continue SPA's decades of support to the SSBN force, as well as supporting oversight of cutting-edge attack submarine construction, assisting in developing the design requirements for the SSN platform of the future, and helping plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. These are high-profile, major acquisition and manufacturing programs of significant importance to the future capabilities of the US Navy in an era of renewed strategic competition. #MC SPA has an immediate need for a highly experienced Foreign Military Sales (FMS) Case Analyst. #MC
Responsibilities
Supports the Foreign Military Sales (FMS) Case Manager for programs under the Direct Reporting Program Manager, AUKUS Integration and Acquisition (DRPM AUKUS I&A). Works with the Security Cooperation team to manage all aspects of complex FMS programs under the AUKUS Submarine Partnership, in accordance with the Arms Export Control Act, the Security Assistance Management Manual (SAMM), the International Traffic in Arms Regulations (ITAR), and applicable Department of War (DoW) acquisition policies. Key responsibilities include:
- Provide program management and oversight for the execution of FMS cases under AUKUS Submarine Partnership (Pillar 1), including the coordination and fulfillment of required acquisition, procurement, and engineering activities.
- Perform FMS case management support including analysis, tracking, and responding to requests from foreign governments.
- Create deliverables for and assist in briefing flag and Senior Executive Service (SES)-level audiences.
- Support the planning, programming, implementation, reconciliation, and closure of FMS cases.
- Develop Price and Availability (P&A) and Letter of Offer and Acceptance (LOA) packages in the Defense Security Assistance Management System (DSAMS).
- Develop/Author 36(b) Congressional Notification (CN) packages for FMS case actions exceeding CN thresholds per the SAMM Table C5.T13.
- Complete NAV2061 markups to document financial reconciliation in support of FMS case revisions, modifications, and amendments.
- Generate FMS case timelines and supporting acquisition strategies for the procurement of defense articles and services to advance AUKUS Pillar 1 objectives.
- Develop correspondence to foreign partners in accordance with the Navy Correspondence Manual, SECNAV M-5216.5.
- Support the risk management process by identifying, analyzing, planning mitigations, and tracking programmatic risks.
- Provide financial and logistical support in administering and overseeing the cradle-to-grave execution of FMS cases.
- Determine the status of supply actions, procurement information, substitutions, requisition delay for a specific reason, rejection of requisition for a specified cause, changes in stock number, changes in unit of issue and/or quantity, referral of requisition to another DoD supply source, delay in delivery, acknowledgement of cancellation requests, shipment status, and financial status.
- Capture and proactively maintain the status of program action items.
- Provide administrative and logistical support for the planning and execution of FMS Program Management Reviews (PMRs).
- Develop and deliver presentations and record meeting minutes in support of the FMS Case Manager's participation in PMRs, and engagements with other external organizations.

Qualifications
Required Qualifications:
- At least (8) years of direct experience supporting FMS programs as a Case Manager or Program Manager.
- Minimum of ten (10) years of experience in Foreign Military Sales (FMS) case analysis and support within Major Defense Acquisition Programs.
- Minimum of twenty (20) years combined experience in Department of War (DoW) program management, acquisition, engineering, and operations.
- Experience as a Contractor Officer's Representative (COR).
- DAWIA Program Management Level II certification or equivalent.
- Active DoW security clearance, at the SECRET-level or above.
Desired Qualifications:
- Bachelor's degree or higher with a focus on Political Science or International Relations.
- Interpersonal and Cross-Cultural Communication Skills.
- Knowledge and hands-on experience using the Defense Security Assistance Management System (DSAMS).
- Demonstrated expertise in developing Letters of Offer and Acceptance (LOAs), Price and Availability (P&As), Case Modifications, and Case Amendments using DSAMS.
- Knowledge and experience with key systems that include:
- Case Development Automation Tool (CDAT)
- Management Information Systems for International Logistics (MISIL)
- Security Cooperation Information Portal (SCIP)
- Defense Integrated Financial Systems (DIFS)
