East Bay Municipal Utility District's (EBMUD's) Design Division is seeking two Associate Civil, Electrical, or Mechanical Engineers to lead the delivery of complex water infrastructure projects within the Engineering and Construction Department.
This is a project management-focused role responsible for taking major capital projects from planning through design and into construction support. The selected candidate will manage scope, budget, and schedule while coordinating across disciplines, stakeholders, and consultants. Projects include reservoirs, pumping plants, regulators, rate control stations, and water treatment facilities. This role requires strong ownership and the ability to manage competing priorities across multiple projects.
KEY RESPONSIBILITIES
The most competitive candidates will:
*Lead multi-disciplinary teams to deliver water infrastructure projects from concept through design and into construction support
*Manage large, complex capital projects involving multiple stakeholders, regulatory requirements, and operational constraints
*Develop and manage project scope, schedule, and budget; identify and proactively manage risks and drive solutions
*Manage multiple concurrent projects and, where applicable, provide program-level coordination across related efforts
*Provide technical direction and oversight to project engineers and design teams
*Manage consultants, including scope development, performance, and deliverables
*Lead project meetings and coordinate across internal workgroups and external stakeholders
*Ensure quality and compliance of engineering designs, specifications, estimates, and reports
*Lead evaluation of design alternatives and trade-offs to improve cost efficiency, constructability, and long-term operational performance throughout project development
*Make engineering and project delivery decisions in situations with incomplete information, balancing risk, cost, and schedule
*Prepare clear and concise technical documentation, reports, and correspondence
*Coordinate with construction, operations, and maintenance staff to ensure designs reflect constructability and long-term operational needs
This position manages multiple projects concurrently and requires strong prioritization, ownership, and follow-through skills and abilities.
THE IDEAL CANDIDATE

*Strong judgment and decision-making skills in ambiguous or evolving conditions
*Experience developing plans and specifications for infrastructure projects
*Clear and effective communication skills, both written and verbal
*Ability to identify risks early and proactively resolve issues
This position is eligible for a hybrid work schedule, with up to two days per week of telecommuting, subject to supervisor approval.
The salary range for Associate Civil or Mechanical Engineer is $12,842 per month increasing to $13,484, $14,158, $14,866, and $15,609 after 6, 18, 30, and 42 months, respectively.
The salary range for Associate Electrical Engineer is $13,161 per month increasing to $13,819, $14,510, $15,236, and $15,998 after 6, 18, 30, and 42 months, respectively.
