Nisga'a CIOPS delivers cleared professionals to support civilian and DoD customers worldwide across intelligence support, cyber/defensive cyber operations, IT O&M, infrastructure modernization, training, and logistics.

Summary:

The Junior Contract Specialist will perform data entry, filing contract documents into designated government systems, entering data into public-facing websites as directed, and drafting standard forms. The contractor will also assist with contract package assembly, excluding Procurement Integrity Act, Trade Secrets Act and 10 USC 3309 protected information, by verifying documents against a government-provided checklist.


Responsibilities

Essential Job Functions:

  • Perform data entry, maintenance, and run pre-defined queries within government administrative systems that have been designated for contractor use. The contractor will compile data from these systems into reports for government review and will assist with the electronic filing of contract documents as directed.
  • Review the technical and administrative portions of procurement request packages, such as the statement of work, technical specifications, and delivery schedules. The purpose of this review is to help ensure internal consistency and verify that all required documents, as identified on a government-provided checklist, are included in the package.
  • Prepare standard documents for the Contracting Staff. Review invoices, verify final balance and Contractor's Release and prepare contract closeout documents for signature.
  • Inputs and verifies that all projects are in the DHS Acquisition Planning Forecast System (APFS).
  • Assist with Contractor Performance Assessment Reporting System (CPARS) including registering contracts, updating contracts, and monitor contract performance evaluations in the as well as provide assistance to registered users.
  • Support the Advanced Acquisition Plan (AAP) by generating and analyzing the monthly reports showing changes to the program, completing the Monthly Variance Report, complete missing data fields in SAM for weekly production meeting, and update dates and milestones for production reports.
  • Draft minutes for routine administrative meetings where the topics are limited to non-sensitive matters, such as workload status or administrative procedures.
  • Support data calls with required feedback, as directed.
  • Prepare letters/emails correspondence; monitor and record any response.
  • Prepare/update spreadsheets and/or presentations.
  • Other duties as directed

Qualifications

Necessary Skills and Knowledge:

  • Ability to efficiently utilize MICROSOFT Applications to produce letters, solicitations, modifications, awards, visual presentations, spreadsheets and e-mails communications with different governments agencies.
  • Working knowledge of certain office software programs to include, but not limited to: contract solicitation and award software; contract filing software; The Official US Government Systems (SAM.gov); Financial Procurement Desktop Next Generation (FPDS-NG); Contractor Performance Assessment Reporting System (CPARS); Acquisition Planning Forecast System (APFS) or comparable acquisition forecast systems; and Microsoft Office Suite, with an emphasis on Excel, and other various systems that may be utilized.

Minimum Qualifications:

  • Associate's degree
  • Minimum of 3 years' experience working in the acquisition field performing general office services, data management and project assignment oversight.

Preferred Qualifications:

  • Bachelor's degree in a related field.
  • Professional licenses, certifications, or specialized training in the field.
  • Minimum of three years' experience working in the acquisition field performing duties similar to the OPM 1102 position Contract Specialist equivalent to a GS-11.
  • Additional years of experience.
