Job Description
The Facilities Operations Manager is responsible for the oversight, coordination, and strategic management of campus facilities operations. This role serves as the primary liaison between campus stakeholders, UMSL Facilities, and third-party service providers, ensuring the effective delivery of maintenance services, operational excellence, and alignment with institutional goals. The position provides leadership in managing vendor performance, facility systems, and maintenance budgets while ensuring compliance with established standards and procedures.Key Responsibilities
- Lead and oversee all reactive and preventive maintenance activities across campus, ensuring timely resolution and high-quality service delivery
- Partner with the Executive Director to support strategic planning, operational execution, and continuous improvement of campus facilities
- Serve as the primary campus liaison for all facilities-related matters, ensuring effective communication and coordination among internal departments and external partners
- Act as the central point of coordination between UMSL Facilities Maintenance and the third-party management maintenance team to ensure alignment, accountability, and service excellence
- Provide direct oversight and management of all third-party contractors supporting facilities maintenance, including performance monitoring, contract compliance, and quality assurance
- Collaborate with Residential Life and Events teams to ensure facilities readiness and support for campus activities and programs
- Manage and oversee Maintenance & Repair (M&R) operational budgets, including forecasting, expense tracking, and identification of cost-saving opportunities
- Partner with Procurement to source, negotiate, and manage maintenance and operational service contracts
- Coordinate with Risk Management on insurance claims, ensuring proper documentation, risk mitigation, and timely resolution
- Oversee maintenance operations related to critical building systems, including HVAC, chiller/boiler systems, and electrical infrastructure
- Ensure accurate and timely reporting for all building assets
- Provide financial oversight and accountability for maintenance costs funded by UMSL Facilities and for services outside the campus scope, including review, approval, and reporting

Minimum Qualifications
Bachelor's degree or an equivalent combination of education and experience and at least 4 years of experience from which comparable knowledge and skills can be acquired is necessary
Preferred Qualifications
- Bachelor's degree in Facilities Management, Engineering, Business Administration, or a related field
- 5+ years of experience in facilities operations, maintenance management, or a related field
- Demonstrated experience managing vendors and third-party service providers
- Strong leadership, organizational, and project management skills
- Experience with budget management, financial tracking, and cost control
- Working knowledge of building systems, including HVAC, electrical, and mechanical systems
- Excellent communication and interpersonal skills, with the ability to collaborate across multiple stakeholders
Anticipated Hiring Range
