FEP Project Manager / Business Analyst *Overview* TEKsystems is partnering with a large, highly regulated healthcare organization to support its Federal Employee Program (FEP) initiatives. We are seeking a Project Manager / Business Analyst who can quickly step into a complex, compliance-driven environment and translate federal requirements into structured, executable plans. This role will focus on interpreting Federal Employee Health Benefits (FEHB) and a Federal health plan (Plan 87), then coordinating crossfunctional teams to ensure all federal deliverables, timelines, and documentation are clearly defined and met. The ideal candidate is highly organized, selfdirected, and comfortable bringing clarity and structure to ambiguous regulatory requirements.
*Key Responsibilities* *Federal Requirements & Planning* * Review and interpret FEHB/FEP manuals, guidance, and federal documentation to identify required submissions, reports, and supporting materials. * Translate federal requirements into clear, actionable deliverable inventories (what is required, content expectations, and submission cadence). * Build and maintain endtoend timelines, milestones, and dependencies for all FEPrelated deliverables. * Develop checklists, workplans, and submission calendars to operationalize federal requirements. *Program Oversight & Coordination* * Provide endtoend oversight of FEPrelated federal deliverables and timelines. * Coordinate Financeled submissions while aligning inputs from Actuarial, Internal Audit, and other internal partners. * Identify, track, and actively manage crossfunctional dependencies, risks, and gaps. * Facilitate working sessions to confirm clarity on requirements, ownership, sequencing, and expectations. * Serve as the central point of accountability for program execution, issue tracking, and status reporting. *Documentation & Enablement* * Create and maintain SOPs, process documentation, and reference materials to support repeatable, auditable processes. * Ensure documentation supports future cycles and effective knowledge transfer beyond the contract term. *Top Skills - Must Have* * Project Management * Business Analysis * Requirements Gathering / Business Requirements * Stakeholder Management * Workflow & Process Management *Required Qualifications* * Experience as a Project Manager, Business Analyst, or hybrid PM/BA. * Proven ability to gather and translate requirements into structured plans, timelines, and documentation. * Strong stakeholder management skills; experience working with Finance or Accounting partners is a plus. * Excellent soft skills: sharp, selfdirected, strong communicator, and able to ramp up quickly. * Demonstrated success operating in regulated or compliancedriven environments. *Nice to Have* * Experience with Federal Employee Program (FEP) or federal health plans. * Familiarity with government reporting or highly regulated healthcare environments. * Experience supporting federal plans, FEP products, or planlevel financial reporting initiatives. *Work Environment* * *Hybrid* *schedule: 2-3 days onsite per week* * Free parking * Fastmoving, collaborative environment with a lean, engaged team *Why This Role* This is a highimpact opportunity to support a missioncritical federal program within a large healthcare organization. Eligibility requirements apply to some benefits and may depend on your job classification and length of employment.
