The Position

East Bay Municipal Utility District (EBMUD) invites qualified persons to apply for this immediate temporary (up to 6 months) position the Field Services Section. Applications may be used to fill any upcoming temporary Field Services Representative I vacancies that may occur in the next 12-24 months. Field Services Representatives make field service calls on customers to perform a variety of service, investigation, and collection duties; and performs related work as required. Tact, courtesy, good judgment, awareness, sensitivity to surroundings and personal safety skills are required. The conditions in the field are highly unpredictable and all Field Services Representatives must have flexibility and a positive approach to handling many difficult situations. Under direct supervision, the Field Services Representative I will learn to handle service calls effectively.

Typical duties include:

*Visits customer premises to connect or disconnect water service; locates, reads and turns the meter on or off as required.

*Secures names, addresses, and other information to complete water service forms.

*Inspects meters, connections, plumbing fixtures, and lines for leak or damage; locates and reads blocked or covered meters.

*Investigates possible reasons for complaints relating to high billing for water consumption; investigates reports of unauthorized water consumption, interconnections, and possible backflow to auxiliary water supplies; determines reasons for low or no water complaints.

*Leaves collection notices for overdue bills, deposits, and returned checks; traces former customers to collect large unpaid final bills.

*Obtains information required to determine the type of business or residence served and to ensure proper sewer code classification.

*Answers a variety of water service questions, often from irate or difficult customers.

*Determines if repairs are required and notifies the customer and/or the proper EBMUD unit.

*Performs related duties and responsibilities as required.

Competitive candidates will have:

1.Knowledge of the commonly accepted practices and procedures of meeting and dealing with the public;

2.Skill in dealing tactfully and courteously with people from varied economic and cultural backgrounds in situations where relations may be strained; in explaining complex policies, regulations and procedures in English; and in making arithmetic calculations; and

3.Ability to keep clear, concise and accurate records; to read and interpret street maps; to rapidly learn EBMUD water service policies, procedures, and regulations, including water rate structures; to learn to read meters quickly and accurately; to learn to recognize plumbing and irrigation methods and equipment; and to analyze and interpret written codes, procedures, and regulations.

Requirements

A typical means of acquiring the essential knowledge and abilities is:

1.Completion of the twelfth grade, or its equivalent, and

2.Some office or field employment in which a major responsibility was the interpretation and enforcement of regulations and policies in order to resolve customer complaints or some meter reading experience in desirable.

3.Possession of a valid California driver's license and a satisfactory driving record are also required.

4.Candidates must be physically capable of performing the critical and important duties of the job, including having sufficient agility to climb stairs and ladders; to crawl under, over and around obstacles such as shrubbery; to turn meters on and off; and sufficient strength to maneuver meter covers weighing up to 100 pounds with the proper equipment. Must be able to work outdoors in a variety of conditions, including inclement weather. Must be willing to travel from site to site, working closely with the public. Must be willing to work overtime and weekends as needed. Must be willing to work night shift hours when necessary.
