Description
We are seeking a skilled Foreign Comparative Testing - Technical Analyst to join our team. The candidate shall provide contractor services to monitor the Navy FCT efforts identified and funded by the Government. This shall include regular reporting on financial status, achievement of technical milestones, discovered or impending obstacles to transition, and ongoing commitment to transition by all relevant parties. This is a contingent position. Subtasks include, but are not limited to, the following: Key Responsibilities
- Provide technical expertise to the Government to assess the technology evaluation and transition proposals of FCT Projects.
- Conduct and Track proposal reviews to validate technical quality.
- Determine the viability of the FCT candidate technology's ability to meet program mission requirements.
- Identify and Characterize risks associated with technology evaluation and transition projects; and determining possible mitigation of the risks.
- Conduct macro-level business case analysis to verify the value of the proposed technology transition; and provide cost analysis validation.
- Coordinate technology evaluation and transition application with Navy stakeholders.
- Review and identify emerging FCT requirements, technologies, capabilities, concepts, tactics, and possible DoD teaming relationships.
- Assess technology affordability to assess the cost impact to the Navy FCT portfolio.
- Maintain records and documentation of Navy related FCT efforts, both successful and unsuccessful.
- Develop Quad-Chart briefings and presentations for a variety of technical meetings.
- Conduct studies, arrange meetings prepare background and position papers and perform other coordination and facilitation related tasks as assigned by the government.
- Plan, host, attend and facilitate technical and programmatic meetings.
- Provide Meeting Minutes to document topics discussed, participants and problems/issues encountered.
- Represent the FCT Program in CONUS and OCONUS events and activities, other FCT program advocacy events, Program Reviews and technology transition/transfer events.
- Create database reports, develop presentation material and technical data for use in executive level presentations and internal Navy ONR Global or FCT program reviews.
- Develop presentation materials for program working groups, Office of the Secretary of Defense, ONR and other Naval S&T organizations, as well as senior leadership
Requirements
- A Bachelor's Degree from an accredited college or university in civil, mechanical, material, or industrial engineering or a closely related technical field in engineering and physical sciences; and, 10+ years of experience in Science and Technology Development.
- Ability to produce technical execution reports and reports on technical progress of S&T portfolio and update collaboration sites as necessary.
- Individual must possess a SECRET US Government security at time of contract award.
- Must be a U.S. Citizen.
- Communication skills to build relationships with a variety of stakeholders including program officers, Senior US Navy and Marine Corps Leaders, other US Government S&T agencies and engineers and scientists in the NR&DE.
- Demonstrated understanding of the organizational structure and functions of the components of the Naval Research Enterprise (NRE); to include the roles of ONR program officers and science advisors in S&T technology development.
